Speaker Romualdez: PBBM dinagdagan LEDAC priority bills

IPINAHAYAG ni Speaker Ferdinand Martin G. Romualdez na inaprubahan ni Pangulong Ferdinand R. Marcos Jr. ang dagdag na 11 panukala na maging prayoridad ng Legislative-Executive Development Advisory Council (LEDAC) upang mapaganda ang kalagayan ng mga Pilipino.

Mula sa 31 ay naging 42 na prayoridad na maaprubahan ng LEDAC sa ilalim ng Marcos administration.

“President Marcos approved eleven bills designed to address key issues on public health, job creation, and further stimulate economic growth as part of his administration’s priority legislation (LEDAC). These measures will be the focus of our legislative efforts when Congress resumes session this Monday,” ani Speaker Romualdez.

Magkasama sina Pangulong Marcos at Speaker Romualdez sa Estados Unidos kung hinimok nito ang mga negosyante na mamuhunan sa bansa at sa London para saksihan ang koronasyon nina King Charles III at Queen Camila.

Kasama sa 11 dagdag na panukala ang pag-amyenda sa AFP Fixed Term law na naratipika na ng Senado at Kamara.

Ang panukalang Ease of Paying Taxes, Maharlika Investment Fund, Local Government Unit Income Classification, at pag-amyenda sa Universal Health Care Act ay natapos na ang Kamara at naipadala na sa Senado.

Ang panukalang Bureau of Immigration Modernization at Infrastructure Development Plan/Build Build Build Program ay natapos na ng mga komite ng Kamara.

Ang panukalang Philippine Salt Industry Development Act, Philippine Ecosystem and Natural Capital Accounting System, National Employment Action Plan, at pag-amyenda sa Anti-Agricultural Smuggling Act ay tinatalakay na ng mga komite ng Kamara.

Sa orihinal na 31 LEDAC priority bills, naaprubahan na ng Kamara ang 23 at ang walong nalalabi ay target nitong aprubahan bago ang adjournment sa Hunyo 2.

“It will be on a best-effort basis. We will try to pass the remaining eight bills from the original priority list. If we could do that, we would have approved all the urgent measures identified by President Marcos in less than a year,” sabi ni Speaker Romualdez.

Ayon kay Romualdez ang mga panukalang ito ay sumusuporta sa Agenda for Prosperity at eight-point socio-economic roadmap ng Pangulo.

“They are intended to sustain our economic growth, hasten the country’s digital transformation and speed up the delivery of public services to our people, among other objectives,” sabi pa ng lider ng Kamara.

Dalawa sa 31 orihinal na LEDAC priority: SIM Registration Act at pagpapaliban ng October 2022 Barangay/Sangguniang Kabataan elections ay naisabatas na.

Ang panukalang Agrarian Reform Debts Condonation ay naratipika na ng Kongreso bago ang Holy Week break.

Ang 20 pang LEDAC priority ay naaprubahan na ng Kamara.

Ito ang panukalang Magna Carta of Seafarers, E-Governance Act/ E Government Act, Negros Island Region, Virology Institute of the Philippines, Passive Income and Financial Intermediary Taxation Act, National Disease Prevention Management Authority or Center for Disease Control and Prevention, Medical Reserve Corps, Philippine Passport Act; Internet Transaction Act / E-Commerce Law, Waste-to-Energy Bill, Free Legal Assistance for Police and Soldiers, Apprenticeship Act, Build-Operate-Transfer (BOT) Law, Magna Carta of Barangay Health Workers, Valuation Reform, Eastern Visayas Development Authority, Leyte Ecological Industrial Zone, Government Financial Institutions Unified Initiatives to Distressed Enterprises for Economic Recovery, National Citizens Service Training Program, at Rightsizing the National Government.

Ang nalalabi pang walo na target aprubahan ng Kamara ang break sa Hunyo ay ang panukalang pagtatayo ng Regional Specialty Hospitals, batas para sa Natural Gas Industry, National Land Use Act, Department of Water Resources and Services kasama ang pagtatayo ng Water Regulatory Commission, Budget Modernization Act, National Defense Act, amendments to the Electric Power Industry Reform Act, at ang Unified System of Separation, Retirement, and Pension for uniformed personnel.

Bukod sa mga LEDAC priority ay mayroong mga panukala na itinulak ng Kamara ang pagsasabatas. Ito ang On-Site, In-City Near City Local Government Resettlement Program, Open Access in Data Transmission, Mandatory Establishment of Evacuation Centers in Every City, Province, and Municipality Permanent Evacuation Centers; Online Registration of Voters, pag-amyenda sa Konstitusyon, amyenda sa Philippine Crop Insurance Corporation (PCIC)

Charter, Estate Tax Amnesty Act Extension, Department of Disaster Resilience, Livestock Development and Competitiveness, Department of Fisheries and Aquatic Resources at Wage Employment Assistance Program for Displaced and/or Vulnerable Workers.
