IPINA-SUBPOENA ng House committee on public accounts nitong Miyerkules si Mexico, Pampanga Mayor Teddy Tumang matapos hindi siputin ang pagdinig kaugnay sa umano’y procurement irregularities sa munisipalidad noong

Inihirit ni Surigao del Sur 2nd district Rep. Johnny Pimentel, assistant minority leader ng Commission on Appointments (CA), ang pag-subpoena kay Tumang na inatasang dumalo sa susunod na pagdinig ng komite.

Kinatigan naman ni ABANG LINGKOD Party-list Rep. Joseph Stephen Paduano, panel chairman, ang mosyon ni Pimentel.

“We need Mayor Tumang to be physically present. As I’ve said, he’s not around, he waived his right,” ani Paduano na sinabihan pa ang abogado ng alkalde na isumite ang paliwanag nito kaugnay sa hindi pagdalo sa pagdinig.

Sa kanyang interpellation, dismayado si Pimentel sa pagkawala ng alkalde sa pagdinig na inimbitahan bilang resource person upang makapagbigay ng kasagutan sa mga katanungan.

“Mr. Chair, my questions will be directed to Mayor Tumang because the subject matter of the this audit report which is about two inches thick is Mayor Tumang himself. Because he signed the P149 million supposedly anomalous transactions by himself,” ani Pimentel kaugnay sa umano’y iregularidad.

“So kailangan po natin na ang makasagot nito, is si Mayor Tumang mismo…we need the principal resource person because there have been several hundred vouchers signed by Mayor Tumang,” ayon kay Pimentel, dating chairman ng House committee on good government and public accountability.

Sinabi pa ni Pimentel sa abogado ni Tumang ang mga posibilidad na kakaharapin ng kanyang kliyente sa hindi pagdalo sa pagding.

“’Pag hindi po siya sumipot during the next hearing, may I remind all of you that Congress has also the power to issue contempt…by a vote of two-thirds of the members present, there being quorum,” ani Pimentel na ipinaalala na ang hindi pagtalima sa subpoena ay basehan para mai-contempt ang sinoman,” aniya.

Kung mai-cite for contempt, sinabi ni Pimentel na maaaring mauwi ito sa paglalabas ng warrant of arrest.

Nag-ugat ang pagdinig sa complaints-slash-affidavits ni Ernesto Punzalan na inihayag ang umano anomalya sa proseso ng procurement at contracts sa munisipalidad ng Mexico mula 2007 hanggang kalagitnaan ng 2010 at maging ang loan agreement sa Development Bank of the Philippines (DBP) na nagkakahalaga ng P950 million.

Nagsagawa ang Commission on Audit (CoA) ng special audit na naging daan sa Fraud Audit Investigation Office (FAIO) Report No.2012-010 at naglabas umano sa serye ng umano’y irregular projects at paggastos na umabot sa P149,133,819.18.

Sinabi ni Paduano na 20 sa 30 kasapi ng komite ang bomoto pabor na gawing “full-blown motu proprio investigation” ang briefing.
