ANG boses umano ng mga Pilipino ang nasunod sa naging desisyon ng Kamara de Representantes na ilipat ang confidential funds ng mga civilian agency, ayon kay House Committee on Appropriations Vice Chairperson at Aklan 2nd District Rep. Teodorico Haresco Jr.

Ayon kay Haresco nakasaad sa Konstitisyon na ang Kongreso ang mayroong power of the purse at nagsisilbing boses ng mga Pilipino ang kinatawan ng mga ito.

“A determined 19th Congress resolutely led by Speaker Ferdinand Martin Romualdez felt and heard the clamor of the people to prioritize the use of some available confidential funds for emergencies, calamities, and crisis situations, and not for the restriction of individual freedoms and rights,” ayon sa beteranong mambabatas.

Ipinunto ni Haresco na ang Pilipinas ay nasa Pacific Ring of Fire at madalas na dinaraanan ng mga bagyo kaya ang paglilipat umano ng confidential funds para magamit sa mga emergency situation ay hindi lamang naaayon sa Saligang Batas kundi angkop din sa panahon.

Sinabi ni Haresco na nababagay din ang confidential fund sa mga security agency ng gobyerno gaya ng AFP at PNP kaysa sa mga civilian executive agency.

Ayon kay Haresco ang paglalaan ng confidential funds ay dumaan din sa masusing deliberasyon sa mga nagdaang Kongreso at hindi ito ngayong lamang nangyari.

“Even in the past, the confidential funds of the executive branch of government have been meticulously and conscientiously decided by Congress. It is simply a matter of checks and balances indicative of a healthy democracy,” sabi ng economist-solon.

Bilang kinatawan umano ng mga Pilipino nakinig lamang ang mga miyembro ng Kamara sa kanilang mga nasasakupan.

“We have faith in the wisdom of the Speaker and of the august chambers of Congress to sensibly represent the will of our constituents and practice prudence and diligence in crafting the national budget for the welfare of the Filipino people,” dagdag ni Haresco.
