SUPORTADO ni House Appropriations Committee Chairman Rep. Zaldy Co (Ako Bicol Party-list) ang hakbang ng Department of Finance (DOF) na gamitin ang mga nakatabing pondo ng mga government-owned and controlled corporations (GOCC) upang tulungan ang mga ahensya gaya ng Philhealth na makapagbigay ng mas magandang serbisyo sa publiko at mapondohan ang mga mahahalagang proyektong kailangan ng bansa.

“This initiative will re-channel billions of dormant funds to help millions of Filipinos enjoy better healthcare and social services, and bolster economic activity by investing more in social services and infrastructure projects at no extra cost to government,” ani Co, na ang komite ang siyang hihimay sa 2025 National Expenditure Program.

Ayon sa Department of Finance ang paggamit ng nakatinggang pondo ng mga GOCC para sa mga proyektong makatutulong sa pag-ahon sa kahirapan at pagpapa-unlad ng ekonomiya ng bansa ay pinapayagan sa ilalim ng 2024 General Appropriations Act.

Bilang halimbawa, tinukoy ng DOF ang P500 bilyong reserve fund ng Philippine Health Insurance Corp. na maaaring gamitin sa ibang proyekto ng hindi naaapektuhan ang operasyon nito. Ang paggamit ng PhilHealth reserves para sa ibang proyekto ay aprubado ng board ng mga kompanya gaya ng PhilHealth at Philippine Deposit Insurance Corp.

Iginiit ni Co na ang pondo na inililipat sa treasury ay labis na pondo ng GOCC.

“These are not derived from member contributions but are, in fact, unutilized funds provided by the national government. It is essential to understand that these funds are distinct and separate from any contributions made by Philhealth members and are meant to be used for the country’s development” sabi nito.

“Congress has done its part in its exercise of oversight functions on the national budget, with respect to PhilHealth subsidies,” dagdag pa ni Co. “Notwithstanding actions by Congress, huge amounts of stranded funds in PhilHealth exist and it would be a great injustice to Filipinos if these funds remain unused.”

Ayon sa chairman ng appropriations committee ang reserve fund ng PhilHealth ay galing sa gobyerno at tama lamang na gamitin ito sa mga proyekto na pakikinabangan ng taumbayan sa halip na pabayaan lamang itong nakatingga.

“I must point out, however, that only excess funds must be reallocated, nothing more,” dagdag pa ni Co.

Ang paggamit ng mga ganitong uri ng pondo, ayon kay Co ay mababawas din sa pangangailangan na mangutang ang gobyerno.

“This will widen the scope for the private sector to source more funds from the capital market as well as free up more funds for investments instead of using them to pay taxes. All things being equal, it should be a positive development for the economy and for efforts to create more jobs,” sabi ni Co.

Kasama sa mga proyekto na maaari umanong paggamitin ng labis na pondo ng mga GOCC ang Metro Manila Subway Project at mga social program gaya ng Teacher Effectiveness and Competencies Enhancement Project.

Ayon kay Co hindi tututol ang Kongreso sa plano ng DOF na nagbibigay-diin umano sa pangako ng administrasyong Marcos na gamitin ng tama at epektibo ang pondo upang maging kapaki-pakinabang sa publiko.
