HAHARANGIN ni ACT Teachers Party-list Rep. France Castro ang hinihinging pondo para sa susunod na taon ng Office of the Vice President (OVP), partikular ang pondo para sa social aid dahil umano sa kaduda-duda nitong paggamit ng inilaang budget sa nakaraan.

“Given the previous misuse of confidential funds, we must ensure that public funds are allocated and utilized properly. Hindi natin puwedeng payagan na maglaan ng hiwalay na budget para sa social services sa isang opisina na may kaduda-dudang track record,” ani Castro.

Hindi na rin dapat aniya pagkatiwalaan ang kaduda-dudang rekord ng paggasta umano ni Vice President Sara Duterte, kung saan una ng iniutos ng Commission on Audit (COA) kay Duterte na isauli ang P73 milyong confidential funds na hindi pinahintulutan dahil sa hindi tamang paggasta.

“The COA’s findings are clear. Kung hindi kayang i-manage nang tama ang P73 million na confidential funds, paano natin pagkakatiwalaan ng mas malaking halaga. This is about protecting taxpayers’ money from potential misuse,” saad pa ni Castro.

Sa huling budget briefing, binanggit ni Castro na nabigo si Duterte na maipaliwanag kung paano ginastos ang pondong mula sa buwis ng mamamayan.

“We asked, and the Vice President could not give clear answers. ‘Sinimot’ niya ang confi funds pero ayaw niyang i-explain kung paano ginamit,” pahayag ni Castro.

“How can we, as lawmakers, justify giving her more funds when she cannot even account for the money she has already spent? Again, this is not about ‘politicizing’ — ito ay tungkol sa pagprotekta ng pinaghirapan, pinagtrabauhan at pinagpawisang pera ng bawat Pilipino,” giit pa ni Castro.

Dagdag pa ng mambabatas, ang budget para sa mga serbisyong panlipunan ay dapat idirekta sa Department of Social Welfare and Development (DSWD) at hindi ilaan nang hiwalay sa OVP.

“The DSWD has the mandate and expertise to handle social services. By funneling the budget to the DSWD, we can ensure that the funds are used properly and reach those who need them most,” wika pa ni Castro.

Tulad ng mga senador, kongresista at opisyal ng mga lokal na pamahalaan, sinabi ni Castro na maaaring idaan ng OVP ang mga nais nitong tulungan sa DSWD.

“This approach not only promotes transparency and accountability, but also ensures that funds are managed by an agency specifically trained and equipped to handle social welfare programs,” ayon pa kay Castro.

Pagdidiin pa ni Castro, tinutupad lamang ng mga mambabatas ang kanilang tungkulin sa pagtiyak na ang pondo ng bayan ay gagastusin para sa kapakinabangan ng publiko.

“It is our responsibility to scrutinize how public funds are spent. We owe it to the Filipino people to ensure that their money is used wisely, transparently, and for their benefit, not to enrich those in power,” giit pa ni Castro.
