ILANG senador ang naglatag ng mga panukala noong Martes, Pebrero 3, upang palakasin ang promosyon, imprastraktura, at kaligtasan sa turismo bilang tugon sa patuloy na pagbaba ng bilang ng mga turistang bumibisita sa bansa.

Nanawagan si Senador Raffy Tulfo sa Department of Tourism (DOT) na gamitin ang mga lokal at dayuhang travel vloggers upang i-promote ang mga pangunahing destinasyon sa Pilipinas sa kabila ng limitadong badyet sa marketing.

Inihayag niya ito sa pagdinig ng Senate Committee on Tourism matapos banggitin ang patuloy na pagbaba ng tourist arrivals.

“Let’s talk about marketing, that’s US$52 million or roughly P3 billion (Department of Tourism (DOT) budget for marketing). Why can’t we partner with travel vloggers? We connect with them whether they are local or abroad,” ani Tulfo.

Dagdag pa niya, dapat nakaayon sa target market ang promosyon. “If our target is Korean tourists, then we should partner with Korean vloggers. If our target is Japan, we should partner with Japanese vloggers to promote our country. I think we lack in that department,” aniya.

Ayon kay Tulfo, may ulat na nagpapakita ng 2.2 porsiyentong pagbaba ng bilang ng mga turistang dumating sa bansa noong nakaraang taon at hindi pa rin naaabot ang antas bago ang pandemya.

Sinabi niyang ipinaliwanag ng DOT na may kinalaman dito ang mga isyu sa imprastraktura tulad ng mga paliparan, pantalan, kalsada, pamasahe sa eroplano, at maliit na badyet sa marketing.

Dagdag ng senador, dapat mas mapakinabangan ng ahensiya ang kasalukuyang pondo upang maipromote ang mga atraksyon sa bansa.

Sa parehong pagdinig, muling iginiit ni Senador Joseph Victor “JV” Ejercito ang panawagan para sa isang Masterplan for Infrastructure and Development na magsisilbing pangmatagalang gabay upang matiyak na world class ang mga paliparan, pantalan, at transport hubs sa bansa.

“In filing the resolution, this representation would like to know the Department of Tourism’s priority in implementing its development plan. In an archipelagic nation like ours, connectivity should not be a luxury; it is a necessity,” ani Ejercito.

Iniugnay niya ang mataas na pamasahe sa eroplano sa kakulangan at kapabayaan sa imprastraktura, kabilang ang limitadong kapasidad ng mga paliparan, maiikling runway, at kakulangan sa night-rating capabilities.

“Expensive airfares are often just a symptom of poor facilities and neglected infrastructure. When our airports lack the capacity, when our runways are too short for larger planes, and when we lack night-rating capabilities, the Filipino traveler primarily pays the price,” dagdag pa niya.

Binanggit ni Ejercito ang National Tourism Development Plan 2023 hanggang 2028 na kumikilala sa turismo bilang isang “massive engine of national growth and development,” dahil sa ambag nito sa trabaho at lokal na ekonomiya.

Batay sa 2025 World Travel and Tourism Council Economic Impact Report, nanguna ang Pilipinas sa ASEAN sa tourism GDP na may USD 91.8 bilyon. Tinatayang 19.9 porsiyento ng ekonomiya ng bansa ay mula sa turismo, bagaman ika-69 lamang ang ranggo ng Pilipinas sa 117 ekonomiya pagdating sa tourism infrastructure noong 2025.

Sa naturang pagdinig, binigyang-diin din ni Senador Erwin Tulfo ang kahalagahan ng pagpapatibay ng peace and order upang makahikayat ng mas maraming dayuhang turista.

“Tourism is very important to the country’s economy and the livelihoods of many Filipinos, but we still have many problems with infrastructure, safety, and the quality of facilities,” ani Tulfo sa talakayan hinggil sa Senate Resolution No. 257, Senate Bill No. 330, at Senate Bill No. 741.

“It’s not just about infrastructure, I believe, in my opinion, our problem is peace and order. That’s not the fault of the DOT; it’s not within their purview. That’s the responsibility of the PNP, AFP, and other law enforcement agencies. Perhaps if we ensure their safety, more tourists will come to our country. So, taken together, this measure promotes tourism that is sustainable, inclusive, and anchored on safety, accessibility, and good governance,” dagdag pa niya.
