SINABI ni Senate President Vicente Sotto III noong Miyerkules na ang panukalang pagbabago sa anti-drug structure ng gobyerno ay para palakasin at i-upgrade ang Philippine Drug Enforcement Agency (PDEA), at hindi para buwagin ito, habang tinatalakay sa Senado ang mungkahing lumikha ng Presidential Drug Enforcement Authority sa ilalim ng Office of the President.

Inihayag ito ni Sotto kasabay ng public hearing ng Senate Committee on Public Order and Dangerous Drugs na pinamunuan ni Senator Joseph Victor “JV” Ejercito noong Pebrero 25, 2026.

Tinalakay sa pagdinig ang mga panukalang magpapalakas sa anti-illegal drug campaign at magpapahusay sa kakayahan at kapakanan ng law enforcement, kabilang ang hiwalay na panukala na may kinalaman sa compulsory retirement age ng Philippine National Police (PNP).

“Today, we have a packed and significant agenda focused on two major pillars of our law enforcement,” ani Ejercito.

Ayon kay Ejercito, kabilang dito ang mga hakbang para palakasin ang anti-drug campaign—kabilang ang panukala ni Sotto na itatag ang Presidential Drug Enforcement Authority—at isang hiwalay na panukala sa “organizational welfare of the Philippine National Police through the adjustment of the compulsory age of retirement.”

“These proposed laws have a direct impact on our campaign against illegal drugs, the capability of our law enforcement institutions, and the overall safety and order of our communities,” dagdag ni Ejercito. “We want to ensure that any reforms we pursue will help strengthen our institutions while ensuring respect for the rule of law.”

Bilang principal author ng batas na lumikha sa PDEA, sinabi ni Sotto na itinulak niya noon pa ang centralized anti-narcotics body upang pagsamahin ang magkakahiwalay na enforcement functions. Ayon sa kanya, sa paglipas ng panahon ay lumitaw ang mga problema sa mandato at koordinasyon na humina sa orihinal na setup.

Ayon kay Sotto, pagsasamahin sa panukala ang Dangerous Drugs Board at PDEA sa isang Presidential Drug Enforcement Authority sa ilalim ng Office of the President, upang mailagay sa iisang sentrong ahensiya ang enforcement, prosecution oversight, prevention, rehabilitation supervision, at alternative development programs.

“We must have a better way,” ani Sotto, at iginiit na hindi dapat manatili sa kasalukuyang sistema kung seryoso ang pamahalaan sa pagharap sa illegal drugs at drug abuse. Aniya, ang layunin ay “upgrade” ng PDEA.

Sa parehong pagdinig, iminungkahi ni Senator Erwin Tulfo na muling suriin ang ilang probisyon ng Comprehensive Dangerous Drugs Act of 2002, at sinabi niyang ang approach ay dapat maging “clearer, just, and effective.”

“With my proposed measure, Senate Bill No. 1303, media representatives are no longer required to be signatories in the inventory of confiscated drugs and other drug-related items,” ani Tulfo. Ayon sa kanya, ang kasalukuyang requirement ay maaaring maglantad sa media representatives sa retaliation, maglagay sa kanila sa panganib na ma-prosecute sa ilang offenses, at mauwi sa “some irregularities that arise in the conduct of anti-drug operations.”

Sinabi ni Ejercito na lahat ng panukalang nasa pagdinig ay tatalakayin nang may “utmost importance, care, balance, and evidence.”
