House Speaker Martin G. Romualdez tiniyak na maaring maipasa agad ng kongreso ang walong legislative priorities ni PBBM
TINIYAK ni House Speaker Ferdinand “Martin” G. Romualdez na karapat-dapat at maaaring maipasa agad ng Kongreso ang walo sa labing-siyam na “legislative priorities” na inilatag ni President Ferdinand “Bongbong” Marcos, Jr. sa kaniyang unang State of the Nation Address (SONA).
Ipinaliwanag ni Speaker Romualdez na posibleng maipasa sa lalong madaling panahon ng Mababang Kapulungan ang walong “legislative priorities” na binanggit ni Marcos sa kaniyang SONA alinsunod sa itinatakda ng Rule 10, Section 48 ng Kamara de Representantes.
Sinabi ni Romualdez na hindi na sila magpapatumpik-tumpik at sa halip ay aasikasuhin at pagta-trabahuhan agad ng Kongreso para mai-pasa at maisa-batas sa lalong madaling panahon ang mga panukalang batas na binanggit ni Pangulong Marcos.
Ayon sa House Speaker, sa ilaim ng Rule 10, Section 48, nakasaad dito na inaatasan nito ang mga House Committee na mabilis na aksiyunan ang mga panukala na naihain na at pumasa sa “third reading”.
“We have internal mechanism for an expeditious approval process that is enshrined in Rule 10, Section 48 of the House Rules of procedures. The passage of eight measures could be expedited, since these had been approved on the third and final reading by the House and transmitted to the Senate in the course of the three-year life of the 18th Congress,” sabi ni Romuldez.
Nabatid pa kay Speaker Romualdez na kabilang sa mga “priority measures” na binanggit at inisa-isa ni Pangulong sa kaniyang SONA ay kinabibilangan ng “Valuation Reform Bill, Passive Income and Financial Intermediary Taxation Act (PIFITA), E-Governance Act at Transaction Act.
Kabilang din dito ang Government Financial Institutions Unified Initiatives to Distressed Enterprise for Economic Recovery (GUIDE), Medical Reserve Corps Bill, National Disease Prevention Management Authority Bill, Virology Institute of the Philippines Bill, Unified System Separation Bill at Mandatory Reserve Officers Training Corps (ROTC).
Sinabi pa ni Speaker Romualdez na ang mga nbanggitb na panukalang batas ay ilan lamang sa mga mamadaliin at ipapasa agad ng Kongreso alinsunod sa “priority measures” na binanggit ni Pangulong Marcos.
