NANINIWALA ang House prosecution panel na mayroon pang sapat na panahon para matapos ang impeachment trial ni Vice President Sara Duterte bago mag-adjourn ang sesyon ng 19th Congress sa Hunyo, sa kabila ng pahayag ni Senate President Francis Chiz Escudero na maaaring tumawid ang pagdinig sa 20th Congress.

Binigyang-diin ni House Assistant Majority Leader Jil Bongalon ng Ako Bicol Party-list, miyembro ng House prosecution panel, na may sapat pang panahon ang kasalukuyang Kongreso upang matapos ang paglilitis, lalo at sinimulan na ang pag-organisa ng administrative support ng Impeachment court.

“So based on our conservative timeline or estimate, two to three months is enough to finish the trial, if and when the trial will commence by month of March. So, we are confident that before June 30 or before the expiration of the 19th Congress, the Senate can decide on the impeachment case,” ani Bongalon bilang tugon sa tanong ng isang mamamahayag sa isang press conference.

“Even before the 19th Congress ends, I guess the remaining months are sufficient to finish the trial,” dagdag niya.

Ayon kay Bongalon, sapat na ang dalawa hanggang tatlong buwan upang matapos ang impeachment trial.

“I mentioned that, considering the adoption of the rules … for the proceedings … so, after the presentation of the witnesses, after the presentation of our documentary evidence, of course we will offer it and then by that time, we will submit it to the Senate for its decision,” paliwanag niya.

“So nabanggit nga natin that two to three months I guess kayang tapusin itong impeachment trial. So, before June 30 of 2025 will expire, I guess trial is already concluded,” dagdag pa niya.

Aminado rin si Bongalon na maaaring magbago ang komposisyon ng House prosecutors kung aabot ang paglilitis sa susunod na Kongreso, dahil tanging mga kasalukuyang miyembro lamang ng House of Representatives ang maaaring magsilbing impeachment prosecutors.

“For one to be a prosecutor, you should be a member of the House of Representatives and assuming that there will be a crossover from the 19th Congress to the 20th Congress, therefore those assigned prosecutors have to be nominated again on the floor,” paliwanag niya.

Bagamat umaasa siyang mananatili sa kanilang posisyon ang kasalukuyang mga prosecutor matapos ang midterm elections, kinilala rin niyang maaaring magkaroon ng mga pagbabago kung may ilan sa kanila na hindi muling mahalal.

“Definitely, the panel of prosecutors can be subject to changes,” aniya.

“Of course, hindi natin alam for whatever reasons in the middle of the impeachment proceedings. The House of Representatives will definitely nominate and assign some members of the House to be the prosecutors.”

Samantala, tumugon din si Bongalon sa pahayag ni Escudero na magsisimula pa lamang ang lahat ng impeachment-related processes sa Hunyo at maaaring sa Oktubre pa lumabas ang desisyon.

Umaasa siyang mapapabilis ng Senado ang mga hakbang nito alinsunod sa Konstitusyon.

“Hopefully magbago kasi given the provision of the Constitution that the trial shall forthwith proceed, so probably there will be a change of heart, change of mind with respect to the decision,” ani Bongalon.

Binigyang-diin niya na mandato ng Konstitusyon na ang impeachment trial ay dapat “forthwith” o agad na isinasagawa, kaya’t hindi kailangang magkaroon ng matagal na pagkaantala.

“Even before the 19th Congress ends, I guess the remaining months are sufficient to finish the trial,” aniya.

Nanatiling matatag ang House prosecution panel sa layunin nitong itaguyod ang pananagutan, tinitiyak na ang impeachment proceedings ay isasagawa ayon sa batas.

Bagamat hindi pa pormal na nagtitipon ang Senado bilang impeachment court, hinimok ni Bongalon ang mga senador na gampanan ang kanilang tungkulin ayon sa Konstitusyon.

“We respectfully and eagerly anticipate the Senate’s action on this matter,” aniya.
