NAKATAKDANG aprubahan sa ikatlo at huling pagbasa ng Kamara de Representantes ang panukalang P6.352 trilyong badyet para sa 2025 sa Miyerkoles, Setyembre 25, matapos ang dalawang linggong debate sa plenaryo.

Ayon kay Speaker Ferdinand Martin G. Romualdez, sinusunod ng Kamara ang itinakda nitong timeline sa pag-apruba ng badyet nang hindi isinasakripisyo ang pagiging malinaw kung saan ito gugugulin.

Sinabi rin ng lider ng Kamara, na mayroong mahigit 300 kinatawan, na ang pag-apruba sa panukalang badyet sa Miyerkoles ay magbibigay ng sapat na panahon sa Senado upang mapagaralan ito.

“We have sufficient time to finally agree on the budget before yearend. It is the most important piece of legislation Congress passes every year,” punto pa ng lider ng Kamara.

“Next year’s spending legislation will serve as our tool for sustained economic development. It will support the Agenda for Prosperity programs of President Ferdinand ‘Bongbong’ Marcos Jr.,” dagdag pa nito.

Ayon kay Speaker Romualdez, ang badyet ay magiging instrumento upang maiparamdam ng gobyerno sa publiko ang dibidendo ng pag-unlad ng ekonomiya sa pamamagitan ng mga social protection at financial assistance program at paggastos sa mga imprastraktura gaya ng kalsada, ospital, klasrum, seaport at airport, irrigation systems at transportation networks.

“We hope our people will feel the benefits of growth through the programs intended for them in the national budget,” ani Speaker Romualdez.

Nauna ng nagpasalamat si Speaker Romualdez sa House committee on appropriations, na pinamumunuan nina chairman Ako Bicol Party-list Rep. Elizaldy Co, at senior vice chairperson Marikina Rep. Stella Quimbo, sa pagpasa ng panukalang badyet sa oras.

Ayon kay House Majority Leader at Zamboanga City Rep. Manuel Jose “Mannix” M. Dalipe, chairman ng House committee on rules, inaasahang sesertipikahan ni Pangulong Ferdinand Marcos Jr. ang panukalang badyet upang maipasa ng Kamara sa ikalawa at ikatlong pagbasa sa oras.

Sa unang linggo ng pagsalang ng panukalang badyet sa plenaryo ng Kamara, natapos ang deliberasyon sa panukalang pondo ng Department of Finance, Department of Justice, National Economic and Development Authority, Judiciary, Office of the Ombudsman, Commission on Human Rights, Department of Human Settlements and Urban Development, Department of the Interior and Local Government, Department of Tourism, Department of Labor and Employment;

Commission on Elections, Department of Agrarian Reform, Department of Foreign Affairs, Department of Trade and Industry, Department of National Defense, Department of Migrant Workers, Presidential Communications Office, Department of Science and Technology, Metro Manila Development Authority, state colleges and universities, at mga korporasyong pagmamay-ari ng gobyerno.

Mula Lunes hanggang Miyerkoles, tatalakayin naman sa plenaryo ang panukalang pondo ng Office of the President, Office of the Vice President, Department of Agriculture, National Irrigation Administration, Department of Health, Department of Energy, Energy Regulatory Commission;

Civil Service Commission, Department of Environment and Natural Resources, Commission on Audit, Department of Transportation, Department of Social Welfare and Development, Congress, Department of Trade and Industry, Department of Public Works and Highways, Department of Education, at ilan pang tanggapan sa ilalim ng Executive department.

Bago aprubahan ang 2025 General Appropriations Bill, inaasahan ang Turno En Contra speeches ng mga tutol sa panukalang badyet na susundan ng period of amendments.

Dahil sa inaasahang dami ng mga amyenda mula sa mga miyembro, posibleng muling bumuo ng small committee ang Kamara na siyang mangangasiwa sa mga ito.

Bago ideklara ang unang recess ng third regular session ng 19th Congress ay inaasahan na magtatalumpati si Speaker Romualdez.

Mula noong Lunes ng nakaraang linggo ay sinisimulan ng Kamara ang sesyon ng plenaryo nito ng alas-10 ng umaga upang matapos ang mga naka-schedule na talakayin kaya inaabot ito ng gabi.

Nagkaroon din ng sesyon noong Huwebes at Biyernes sa halip na ang regular na tatlong araw kada linggong sesyon ng plenaryo lamang, para maabot ang itinakdang deadline.
