TARGET ng Kamara de Representantes na aprubahan sa ikatlo at huling pagbasa ang resolusyon na naglalayong amyendahan ang economic provisions ng Konstitusyon bago mag-adjourn ang sesyon ng Kongreso sa Miyerkoles.

“Under the original timeline set by our good Speaker Ferdinand Martin G. Romualdez, we hope to have final approval before our scheduled adjournment on Wednesday, barring any last-minute delay,” ani Senior Deputy Speaker at Pampanga 3rd District Rep. Aurelio “Dong” Gonzales Jr.

Ang Resolution of Both Houses (RBH) No. 7, na naglalaman ng gagawing pagbabago sa economic provisions ng 1987 Constitution ay inaprubahan ng Kamara sa ikalawang pagbasa noong nakaraang linggo.

Si Gonzales ang isa sa may-akda ng RBH No. 7 na halos katulad ng RBH No. 6 na inihain sa Senado nina Senate President Juan Miguel Zubiri at Senators Loren Legarda at Juan Edgardo Angara.

Ang RBH Nos. 6 at 7 ay parehong may titulong: “A Resolution of Both Houses of Congress proposing amendments to certain economic provisions of the 1987 Constitution of the Republic of the Philippines, particularly on Articles Xll, XlV and XVl.”

Ang dalawang resolusyon ay naglalayong amyendahan ang probisyon ng Konstitusyon kaugnay ng limitasyon na iginagawad sa mga dayuhang mamumuhunan sa sektor ng public utility, edukasyon, at advertising.

Sa ilalim ng RBH Nos. 6 at 7 isisingit ang “unless otherwise provided by law” upang magkaroon ng laya ang Kongreso na baguhin ang limitasyong iginagawad sa dayuhang pamumuhunan.

Muling iginiit ni Gonzales na walang political amendments na nakasaad sa resolusyon ng Kamara at dapat na umanong isantabi ang mga duda at pangamba dahil wala namang basehan ang mga ito.

“Speaker Romualdez and the rest of us in the House have honored our word and followed the guidance of our President Ferdinand ‘Bongbong’ Marcos Jr: that we would work only on proposing economic amendments,” sabi pa ni Gonzales.

Sa pagtalakay ng Kamara sa panukala, sinabi ni Gonzales na hindi piang-usapan ang political amendments.

“We have proven the doubters wrong. No term extension proposal for any elective official. I hope they will now believe President BBM’s statement that his advocacy was confined only to changing the economic provisions,” dagdag pa ng lider ng Kamara.
