MAAARING makaapekto sa magiging desisyon ng mga botante sa 2028 presidential elections ang impeachment proceedings laban kay Vice President Sara Z. Duterte, ayon kay Batangas Rep. Gerville “Jinky Bitrics” Luistro, ang chair ng House committee on justice.

Nang tanungin kung posibleng maimpluwensiyahan ng mga pagdinig ang sentimyento ng mga botante sa 2028, sinabi niyang hindi ito maaaring isantabi.

“Of course, of course because dito sa ating proceedings, mapapag-usapan ’yung grounds which are issues being imputed, being imputed against the vice president. So, I think it’s possible na maaapektuhan ’yung judgment ng Filipino people on how they’re going to decide for the next presidential election,” sinabi ni Luistro sa mga mamamahayag sa isang ambush interview.

“We are bound to finish in a period of 60 session days, di ba? Sixty session days for the Justice Committee. So, I don’t think naman na aabutin tayo ng filing of candidacy for next year,” tugon ni Luistro sa tanong ng isang reporter kung posibleng umabot hanggang sa 2027 filing ng certificate of candidacy ang impeachment proceedings.

Nakatakdang simulan ng House justice committee ang pagdinig sa apat na impeachment complaint laban kay Duterte sa Marso 2, 3 at 4, upang alamin muna kung pasado ang mga ito sa porma at substansiya.

Bagama’t kinikilala niya ang posibleng epekto nito sa halalan, binigyang-diin ni Luistro na susunod ang justice panel sa itinakdang mga patakaran at proseso.

“Ako kasi always stick to the rules. We will be following strictly the rules. So, right now wala pa akong makitang challenges. Basta, initially we stick to the determination of sufficiency in form.

Alam n’yo na ’yung parameters niyan. Napag-uusapan natin iyan during the impeachment against the president. Pag natapos tayo doon, we go to the next. That is the determination of sufficiency in substance,” pahayag ni Luistro.

Idinagdag ni Luistro na gagamitin nila ang parehong pamantayan na ginamit sa mga naunang impeachment proceedings laban sa pangulo.

“As I have said in the past interviews, kung anong procedure, kung anong parameter ang ginamit natin sa impeachment against the president, we will be adopting the same with respect to our impeachment process against the vice president,” aniya.

Nang tanungin kung maaapektuhan ng kasalukuyang popularidad ni Duterte bilang inaasahang kandidato sa 2028 ang magiging paghusga ng komite, iginiit ni Luistro na ang magiging desisyon ay nakabatay pa rin sa mga ebidensiyang ihaharap sa mga pagdinig.

“It will depend on the progress of the hearing. It will depend on the evidence which will be established, no? But there is no hard and fast really, that this will affect the popularity of the vice president. Depende ’yun sa mangyayari sa hearing,” sinabi niya.

Binigyang-diin ni Luistro na ang impeachment ay isang proseso na nakasaad sa Konstitusyon at dapat isagawa nang hiwalay sa anumang pampulitikang konsiderasyon.

“Again, because this is a very important process, this is an extraordinary power that was given to the sovereign Filipino people to impeach high-ranking public official. We do not want to delay impeachment proceedings,” saad niya.

Dahil tatalakayin sa mga pagdinig ang mga batayan ng mga reklamo, inamin ni Luistro na ang pagbusisi ng publiko sa mga alegasyong ito ay maaaring makaapekto sa paraan ng pagsusuri ng mga botante sa mga kandidato sa susunod na halalan sa pagkapangulo.

Gayunman, binigyang-diin niya na para sa justice committee, nakatuon ang trabaho sa proseso: tukuyin kung pasado sa porma, tukuyin kung may sapat na substansiya, at hayaan ang prosesong konstitusyonal na umusad ayon sa itinakdang mekanismo.
