TARGET ng Kamara de Representantes na maisabatas ang panukalang P5.768 trilyong budget at maipasa ang ilan pang prayoridad na panukala ng administrasyong Marcos bago matapos ang taon.

Iginiit ni Speaker Ferdinand Martin G. Romualdez ang kahalagahan na maratipika ang panukalang budget sa oras na makatutugon sa pangangailangan ng bansa sa susunod na taon.

Sinabi ng lider ng mahigit 300 kongresista na ang target ay maipadala ang panukalang budget kay Pangulong Ferdinand R. Marcos Jr. bago matapos ang taon.

“The budget is the lifeblood of our nation’s progress and development. The House is fully dedicated to the task at hand, ensuring that the national budget is ratified and enacted on time to guarantee the continuity of essential services, support economic growth, and promote the well-being of our citizens,” ani Speaker Romualdez.

Noong Sabado ay pormal ng ibinigay ng Kamara sa Senado ang inaprubahan nitong bersyon ng 2024 General Appropriations Bill (GAB) kung saan inilipat ang P194.5 bilyon para maproteksyunan ang mga Pilipino laban sa pagtaas ng presyo ng bilihin, maparami ang suplay ng pagkain sa bansa, at mapatatag ang seguridad ng bansa.

Sinabi ni Speaker Romualdez na tatalakayin din ng Kamara ang nalalabing 11 prayoridad na panukala ng Legislative-Executive Development Advisory Council (LEDAC) at nabanggit ni Pang. Marcos sa kanyang State of the Nation Address (SONA) noong Hulyo.

Sa ilalim ng LEDAC, ang mga hindi pa naipapasa ay ang panukalang Department of Water Resources and Services and Creation of Water Regulatory Commission, Tatak-Pinoy (Proudly Filipino) Act, Blue Economy Law; amyenda sa Electric Power Industry Reform Act (EPIRA) / RA 9136, Government Procurement Reform Act, and Amendment of the Cooperative Code; at Budget Reforms Modernization, National Defense Act, New Government Auditing Code, and Philippine Defense Industry Development Act. Ang naturang mga panukala ay nasa iba’t ibang komite ng Kamara.

Mayroong pitong panukala na nabanggit ang Pangulo sa kanyang huling SONA at anim sa mga ito ay nakasama na sa prayoridad na maipasa ng LEDAC.

Ito ang Department of Water Resources and Services and Creation of Water Regulatory Commission, Tatak-Pinoy (Proudly Filipino) Act, Blue Economy Law, New Government Auditing Code, Government Procurement Reform Act, Amendment of the Cooperative Code, at New Government Auditing Code.

Ang isa pang nabanggit sa SONA ay ang pag-amyenda sa Motor Vehicle User’s Charge/Road User’s Tax.

Tiniyak ni Speaker Romualdez na maipapasa ang mga panukala sa oras.

“We are resolute in our mission to fulfill our legislative duties and responsibilities,” ani Speaker Romualdez. “Our primary focus continues to be the legislative agenda outlined by President Marcos, and we are fully committed to working diligently to pass these vital bills for the betterment of our nation.”

Sa 17 prayoridad na panukala na nabanggit sa SONA noong Hulyo, isa ang naisabatas na, isa ang naratipika na, at walo ang naipasa na ng Kamara sa ikatlo at huling pagbasa.

Ang Automatic Income Classification Act for Local Government Units ang naisabatas na samantalang ang Ease of Paying Taxes bill at natapos na sa bicameral conference committee. Ang Excise Tax on Single-Use Plastics at VAT sa Digital Services ay naipasa na sa ikatlong pagbasa.

Iginiit naman ni Speaker Romualdez ang kahalagahan ng kooperasyon sa pagitan ng lehislatura at ehekutibo sa pamamagitan ng LEDAC sa paggawa ng epektibong polisiya at mga reporma.

Sa 57 LEDAC priority bills, walo ang naging batas na kasama ang SIM Registration Act, pagpapaliban ng Barangay/SK Elections noong 2022; at Agrarian Reform Debts Condonation. Dalawa naman—ang Ease of Paying Taxes at amyenda sa Build-Operate-Transfer (BOT)/Public-Private Partnership (PPP) Code ay naratipika na ng bicameral conference committee.

Naaprubahan na sa ikatlong pagbasa ang 35 panukala kasama ang Virology Institute of the Philippines, Passive Income and Financial Intermediary Taxation Act (PIFITA) (Package 4), at National Disease Prevention Management Authority. Ang iba pa ay tinatalakay sa komite.
