PINAIIMBESTIGAHAN sa Kamara de Representantes ang kakulangan umano sa suplay at mataas na singil sa kuryente sa Palawan.

Inihain nina Speaker Ferdinand Martin G. Romualdez at Palawan Reps. Jose Alvarez at Edgardo L. Salvame ang House Resolution 1544 at hiniling sa House Committee on Energy na magsagawa ng imbestigasyon, upang makagawa ng angkop na batas, ang sitwasyon ng Palawan Electric Cooperative (PALECO).

“It has always been the responsibility of the State to provide the people with reliable, secure and affordable power sources. And what is happening in Palawan involving high power rates, low energization levels and inefficient power distribution, Congress needs to intervene,” sabi ni Romualdez, lider ng Kamara na mayroong mahigit 300 miyembro.

“The dire situation in Palawan dampens our enthusiasm over the directives of President Ferdinand Marcos Jr. to provide the people with low power rates and increase energization targets nationwide by 95% in 2025. I hope that with this probe, we can find a solution for all stakeholders in Palawan, especially our citizens,” dagdag niya.

Pumasok umano sa Emergency Power Supply Agreement (EPSA) ang PALECO at Delta P, Inc. noong Oktobre at makalipas ang isang buwan ay tumaas na ang singil sa mga taga-Palawan.

Ito ay bunsod umano ng kautusan ng Energy Regulatory Commission (ERC) sa electric cooperative na itigil na ang Power Supply Agreement (PSA) nito sa Delta alinsunod sa desisyon ng Korte Suprema.

Ang EPSA ay mayroon lamang isang taong effectivity na hindi na maaaring palawigin. Matatapos ito sa Oktubre ngayong taon.

Batay sa Department of Energy (DOE) Circular 2023-06-0021, ang EPSA sa pagitan ng PALECO at Delta ay hindi sakop ng subsidiya at ito ang ginagamit na argumento ng electric cooperative para taasan ang singil nito.

Ayon pa sa PALECO na salig sa EPIRA Act of 2001 dapat ay makatanggap sila ng subsidiya at taliwas dito ang naturang DOE circular dahil kabilang ang kooperatiba sa Small Power Utility Groups (SPUG).

Kumpiyansa si Speaker Romualdez na mabibigyang linaw ang iba’t ibang isyu sa gagawing imbestigasyon ng Energy committee.

“What is important is we address all matters at the soonest possible time to unburden Palaweños of the power woes of PALECO. Hindi po nila ito kasalanan pero sila po ang nagdudusa sa malaking binabayaran sa kuryente,” ani Romualdez

Nangako naman ang lider ng Kamara na tutulungan ang PALECO sa kanilang kasalukuyang sitwasyon.

Hindi umano maganda ang performance ng PALECO ngayon: Naitala nito ang pinakamababang collection efficiency na naitala sa 91 porsyento at ang pinakamataas na non-monetary power interruption sa kabuuan ng Region IV-B noong ikalawang quarter ng 2023.

Batay rin sa isinagawang assessment ng National Electrification Administration (NEA) sa PALECO, mayroon itong pinakamababang energization level sa Region IV-B na naitala sa 73.67%, taliwas sa direktiba ni Pangulong Ferdinand Marcos Jr. na maitaas ito sa 95% sa buong bansa pagsapit ng 2025.

“Sisikapin naming magpa-abot ng anumang tulong o suporta para sa PALECO upang magkaroon tayo ng agaran at pangmatagalang solusyon sa kuryente at enerhiya para sa bawat Palaweño,” saad ni Romualdez.

“We will also look for ways to help PALECO address its shortcomings and reduce its deficiencies. The sooner we resolve its problems, the sooner we get Palaweños out of this dire situation. As I have said, we aim to help all stakeholders in Palawan, and that includes PALECO,” dagdag niya.
