PINAGTIBAY ng Mababang Kapulungan ng Kongreso ang resolusyon ni Speaker Ferdinand Martin G. Romualdez na kumikilala at pumupuri sa kay R’Bonney Nola Gabriel, ang unang Filipino-American na nanalo ng Miss Universe title.

Kasama ni Speaker Romualdez bilang may-akda ng House Resolution 974 sina Majority Leader Manuel Jose “Mannix” M. Dalipe, Minority Leader Marcelino “Nonoy” Libanan, Senior Majority Leader and Ilocos Norte Rep. Ferdinand Alexander A. Marcos, at Tingog Party-list Reps. Yedda Marie K. Romualdez at Jude Acidre.

Si Gabriel ay nakakuha ng titulo sa 71st Miss Universe pageant na ginanap sa New Orleans, Louisiana, United States, noong Enero 15, 2023.

Siya ay ipinanganak noong Marso 20, 1994 sa Houston, Texas. Ang kanyang ama ay si Remigio Bonzon Gabriel, isang Pilipino, at ang kanyang ina ay si Dana Walker, isang Amerikana.

Dumating si Gabriel sa Pilipinas noong Mayo 10 para sa koronasyon ng Miss Universe-Philippines na lalaban sa Miss Universe 2023 na gaganapin sa huling bahagi ng taon.

Ayon sa mga may-akda ng panukala, si Gabriel ang unang Filipino-American na nakoronahang Miss USA at unang Fil-AM na nanalo ng Miss Universe title.

“Owing to her Filipino ancestry, Ms. R’Bonney Gabriel opened the door for more diversity and Asian-American representation in the international stage and inspired women and young girls to achieve their goals while embracing their roots,” sabi ng mga may-akda.

Si Gabriel ay mayroong Fashion Design and Fibers degree sa University of North Texas sa Denton, Texas, at mayroong sariling eco-friendly fashion line. Siya ay nagsusulong ng up-cycling at paggamit ng mga sustainable material.

Siya ay eksperto rin sa fashion design at garment construction.

Nagtuturo rin si Gabriel ng pananahi sa mga survivor ng domestic violence at human trafficking upang magkaroon ng kabuhayan ang mga ito.

“With her years of community work and advocacy, Ms. R’Bonney Gabriel inspires Filipinos and Asian-Americans not only to pursue their individual passions but also to employ their unique abilities and perspectives to motivate, lead and empower others,” sabi ng mga may-akda.

“Worthy of her title and crown, Miss Universe R’Bonney Gabriel is a confident and courageous individual who uses her influence as a force for good and beautifully represents cultural diversity, and for which she deserves utmost recognition and commendation,” sabi pa nila.
