SDS Gonzales sa Senado: Panahon na para amyendahan ang Konstitusyon

PANAHON na upang amyendahan ang economic provisions ng 1987 Consttitution, ayon kay Deputy Speaker at Pampanga 3rd District Rep. Aurelio “Dong” Gonzales Jr.

Sa kanyang sponsorship speech para sa Resolution of Both Houses No. 7, umapela si Gonzales sa Senado na aprubahan ang kanilang resolusyon na naglalayong bigyan ng opsyon ang Kongreso na luwagan ang pagpasok ng mga dayuhang mamumuhunan sa bansa.

“I appeal to my colleagues in the Senate: There will never be a better time than now to amend the economic provisions of the 1987 Constitution,” ani Gonzales.

“Let us not fail the Filipino people once more. We, in the House of Representatives, have exhausted every step to help our nation. It is time to work collectively and in harmony patungo sa Bagong Pilipinas,” dagdag pa nito.

Si Gonzales ang isa sa may-akda ng RBH No. 7, na naglalaman ng gagawing pagbabago sa Konstitusyon. Katulad ito ng laman ng RBH 6 ng Senado na akda naman ni Senate President Juan Miguel Zubiri.

Nanawagan rin si Gonzales sa kanyang mga kapwa mambabatas na gamiting gabay ang legal na basehan sa pag-amyenda sa Konstitusyon gayundin ang pahayag ng mga resource person ng talakayin ng Committee of the Whole ang panukala.

“They are one in saying that emending the economic provisions will pave the way for a better, more thriving Philippines. We need to accept that certain provisions of the 1987 Constitution, as noble and well-intentioned as they are, have already outlived their purpose,” sabi ni Gonzales.

“Our mission now is to give the Filipino people that life-long dream of progress for our country, which would in turn raise the quality of their lives,” wika pa nito.

Ipinagtanggol ng kinatawan ng Pampanga ang panukala na amyendahan ang probisyon kaugnay ng pagmamay-ari ng public utility, educational institution, at advertising companies.

“By amending Section 11 of Article XII, our country can attract substantial investments and spark greater competition leading to improved quality service delivery and high-quality jobs for the Filipino people. Likewise, the advance technological knowledge that foreign corporations possess will significantly contribute to the development of our public utilities,” paliwanag ng kongresista.

“By amending Paragraph 2, Section 4 of Article XIV, we are prioritizing education and nurturing intellectual capital which are fundamental strategies to accelerating economic growth,” saad pa nito.

Sa pamamagitan umano ng pagbabago sa probisyon ng advertising, mas maipapamalas ng mga Pilipino ang creativity nito sa buong mundo.

“Finally, by including the phrase ‘unless otherwise provided by law’, we can adjust restrictions on foreign ownership through regular legislation, offering flexibility in policy-making,” giit ni Gonzales.

Ipinunto ni Gonzales na sa ilalim ng Konstitusyon ay mayroong kapangyarihan ang Kongreso na gumawa ng pagbabago rito upang maging angkop sa pangangailangan ng panahon.

“It is pursuant to Article 17, Section 1, Paragraph 1, which provides that ‘Any amendment to, or revision of, this Constitution may be proposed by the Congress, upon a vote of three-fourths of all its Members’,” dagdag pa ni Gonzales.
