TINIYAK ni Speaker Ferdinand Martin G. Romualdez sa mga opisyal ng United Nations (UN) na bumisita sa bansa na ipapasa ng Kamara de Representantes ang National Evaluation Policy bill at iba pang panukala upang maabot ang 2030 UN Sustainable Development Goals (SDG).

Ang Sustainable Development Goals (SDGs), na kilala rin bilang Global Goals, ay pinagtibay ng United Nations (UN) noong 2015 bilang pandaigdigang panawagan na wakasan ang kahirapan, protektahan ang mundo at siguruhin na lahat ng tao ay mayroong tinatamasang kapayapaan at kasaganaan pagsapit ng 2030.

“The House of Representatives is fully dedicated to supporting the enactment of the National Evaluation Policy Bill and other legislative initiatives aimed at realizing the 2030 SDGs,” sabi ni Romualdez, lider ng Kamara na may mahigit 300 kinatawan.

Ginawa ng Speaker ang pahayag sa courtesy call ng ilan sa opisyal ng UN agencies na kinabibilangan nina Oyunsaikhan Dendevnorov, UNICEF Country Representative to the Philippines; Xavier Foulquier, Chief, Planning, Monitoring and Evaluation (UNICEF); Charl Andrew Bautista, UN Population Fund (UNPFA) Project Coordinator at Jose Nicomedes Castillo, UNFPA Monitoring and Evaluation Analyst.

Hiniling ng UN officials na makaharap ang House Speaker para ilahad ang suporta sa evidence-based policymaking kasama ang capacity building sa ebalwasyon, pagpopondo sa pagpapatupad ng mga polisiya, at pagkakaroon ng mga ebidensya o patotoo gayundin ang pagapruba sa National Evaluation Policy bill.

“We recognize the critical role of robust evaluation mechanisms in shaping effective policies and programs. A comprehensive and systematic approach to evaluation will not only enhance the efficiency of government initiatives but also ensure transparency and accountability in our pursuit of sustainable development,” sabi ni Romualdez sa kanila.

Layon ng House Bill No. 4000 o An Act Establishing a National Evaluation Policy, na palakasin ang legal at organizational framework para sa palagiang pagbabantay at pagsusuri ng mga resulta ng pampublikong polisiya, programa, proyekto at iba pang uri ng tulong ng gobyerno para sa pagsusulong ng sustainable development.

Inirekomenda ni Speaker Romualdez na maisama ang panukala bilang priority measure sa Legislative Executive Development Advisory Council (LEDAC).

Sa pamamagitan ng pagbuo ng National Evaluation Policy ay matutukoy ang polisiya at programa na dapat ipatupad ng pamahalaan para makamit at suportahan ang maayos na pamamahala sa bansa.

Makatutulong din ito sa pagtukoy ng pagiging epektibo at kung magtatagal ang mga programa at polisiya sa pagkamit ng national development goals.

Isang kahalintulad na panukala ay ang HB 5181 o “An Act Institutionalizing A Results-Based National Evaluation Policy” ay nakahain na sa Kamara.

“Our commitment extends beyond the confines of a single bill. The House of Representatives is eager to actively engage with and support various legislative measures that align with the SDGs,” ani Romualdez.

“By working collaboratively with our counterparts and stakeholders, we aim to create a legislative framework aligned with the policy direction of the administration of President Ferdinand R. Marcos, Jr. that promotes inclusivity, environmental stewardship, and social progress,” dagdag niya.
