Erwin Tulfo.

“Wala namang instructions na ganun na, ‘Let’s do this, let’s push this’…’may regalo sa SONA’. There’s no such thing. Last I heard, when the House leadership tsaka mga political party leaders, hindi naman napag usapan yun eh na pipilitin nq magkaroon ng people’s initiative, na kailangan ng signature campaign,” ani Tulfo.

“Mayroon namang movants talaga na – well they were saying, they were accusing na it’s Speaker Romualdez doing this and that. May mga nagsasalita naman na it wasn’t the Speaker actually na, who initiated this,” dagdag pa nito.

“The rest, League of Cities of the Philippines and other civic organizations…and of course the local leaders, even chief executives, na kung saan mga barangay captains, mayors ang sumusulong. It snowballed from there,” sabi ni Garbin.
