BINIGYANG-DIIN ni Speaker Ferdinand Martin G. Romualdez ang kahalagahan ng pagsunod sa Konstitusyon at sinabing walang sinomang lider ng bansa ang mas mataas sa Konstitusyon at umiiral na batas.

Ito ang sinabi ni Speaker Romualdez sa kanyang talumpati sa pagtitipon ng mga miyembro ng Philippine Constitution Association (PHILCONSA) sa Manila Polo Club sa Makati City noong Lunes ng gabi bilang paggunita sa Constitution Day.

Dumalo sa nasabing okasyon si PHILCONSA Chairman at dating Supreme Court Chief Justice Reynato Puno, mga jurist at abogado, kasama si Commission on Elections (Comelec) Chairman George Garcia na siyang panauhing pandangal at tagapagsalita.

“The Constitution is not a passive document; it commands obedience, it imposes limits, and most importantly, it demands accountability. It is our collective responsibility to ensure that no institution, no office, and no leader is ever beyond the reach of the law,” ani Speaker Romualdez.

“We have seen how the Constitution, though written in ink, is tested by the tides of politics, governance, and power. It is resilient, but it is not indestructible. It relies on men and women — lawyers, jurists, scholars, legislators — who believe that no ambition is above the law, and no convenience justifies its disregard,” dagdag pa niya.

“It is the bedrock upon which governments rise and fall, the covenant that binds leaders to their duty, and the shield that protects the rights of every citizen,” wika pa nito.

Ipinahayag ni Speaker Romualdez sa kanyang mga kapwa constitutionalist na ang paggunita sa Constitution Day ay hindi lamang simpleng komemorasyon ng isang dokumento, kundi isang pagkilala sa iniwang pamana, tungkulin at layuning nangangailangan ng pagbabantay sa lahat.

Binigyang-diin niya na ang PHILCONSA ay ilang dekada ng naninindigan bilang tagapag-alaga ng constitutionalism sa bansa, at isang bantay laban sa tangkang pagpapaguho sa prinsipyo na nagbibigay kahulugan sa republika.

Ayon kay Speaker Romualdez, akmang-akma na kasama nila ang Comelec chairman sa paggunita sa Constitution Day, dahil ito ay isang indibidwal na direktang nakatali sa pagpapanatili ng demokratikong proseso ng bansa.

“Electoral integrity is not just a matter of legal compliance; it is the lifeblood of democracy. When elections lose credibility, governments lose legitimacy. The duty that rests on the shoulders of Comelec is immense, and Chairman Garcia’s leadership comes at a time when trust in institutions is constantly under scrutiny,” sabi pa ng lider ng Kamara.

Sinabi rin niya na ang tungkulin ng mga constitutionalist ay tiyakin na ang panuntunan ng batas ay hindi lamang salita.

“Let this gathering serve as a renewal of that commitment. As we honor the legacy of those who framed our fundamental law, let us also recognize our obligation to defend it, interpret it with integrity, and apply it without fear or favor,” ani Speaker Romualdez na siyang pangulo ng PHILCONSA.

Pinuri rin ni Speaker Romualdez ang mga miyembro ng PHILCONSA, mga jurist at abogado sa kanilang dedikasyon na itaguyod ang kanilang adhikain.

“The Constitution endures not because it is written, but because we, as its defenders, refuse to let it be ignored,” dagdag pa niya.
