PWEDENG gamitin ang kita ng national government mula sa Malampaya Deep Water Gas-to-Power Project para pondohan ang Philippine National Oil Co. (PNOC) na mag-develop ng mga bagong coastal petroleum storage facilities, ayon kay House Minority Leader Marcelino “Nonoy” Libanan.

“Following the successful drilling of two new gas wells by the Malampaya consortium, we have very high hopes that the government will continue to generate billions of pesos in annual royalties from the project in the years ahead.

These royalties are intended for the government’s energy resource development projects and programs, so the funds can be tapped to support PNOC’s coastal fuel storage facilities,” sabi ng kongresista.

Ayon sa data galing sa Budget of Expenditures and Sources of Financing (BESF), nakakolekta ang gobyerno ng P200 billion galing sa Malampaya royalties noong 2014 hanggang 2024 o katumbas ng P18.2 billion bawat taon.

Umaabot sa 60 percent ang nire-remit sa kita ng oil well sa kaban ng bansa na tinatawag na “Malampaya royalties.”

Ayon kay Libanan, ang mga itatayong petroleum reserves pwedeng ilagay sa mga bagong coastal infrastructure sa Visayas at Mindanao at dapat i-release sa market sa oras ng crisis o emergency.

“In addition to Malampaya royalties, Malacañang may allow PNOC to retain a larger portion of its annual net income so that it can fund the development of the coastal fuel storage facilities,” sabi ni Libanan.

Noong Marso, ibinalita ng Prime Energy Resources Development B.V., ang operator ng Malampaya, na may dalawang bagong balon na kinukunan ng petrolyo na pwedeng mag-deliver ng gas sa fourth quarter ng 2026.
