SC TRO vs NCAP pinuri ni Barbers

PINAPURIHAN ng isang senior Mindanao congressman ang inilabas na Temporary Restraining Order (TRO) ng Supreme Court (SC) na nagpapahinto sa implementasyon ng kontrobersiyal na Non-Contact Apprehension Policy (NCAP).

Sinabi ni Surigao del Sur 2nd Dist. Cong. Robert Ace Barbers na ang inilabas na TRO ng Korte Suprema laban sa NCAP ang magbibgay ngayon ng daan upang repasuhing mabuti ang nasabing programa sa harap ng sunod-sunod na reklamo ng mga motorista laban dito.

Bukod dito, ipinahayag pa ni Barbers na mabibigyan din ngayon ng pagkakataon ang Kamara de Representantes upang repasuhin at siyasatin ang mga “butas” ng NCAP kabilang na dito ang Konstitusyunalidad ng naturang programa.

“The SC’s issuance of a TRO versus NCAP is laudable and timely. This would provide a chance for the members of the Lower House and all concerned stakeholders to review and study thoroughly the alleged flaws in the NCAP implementation,” sabi ni Barbers.

Binigyang diin ng mambabatas na ang layunin sa pagpapatupad ng NCAP ay upang disiplinahin ang mga abusado at pasaway na motorista ay pinapurihan ng publiko. Subalit ang mataas na singil sa multa at ang Konstitusyonalidad ng NCAP ay kinakailangang resolbahin.

“The NCAP’s intention to discipline erring, abusive and wayward motorists is laudable for the public. But excessive fines, its constitutionality, among others should be resolved first,” dagdag pa ni Barbers.
