BILANG tugon sa pagnanais ni President Ferdinand “Bongbong” R. Marcos, Jr. na maging maayos ang buhay ng mga Pilipino. Sinabi ni Hosue Speaker Ferdinand Martin Gomez Romualdez na tinutukan ng Kamara de Representantes ang mga panukalang batas na kailangan upang matupad ito.

Ayon kay Speaker Romualdez, wala pa aniyang isang taon mula ng manungkulan siya bilang House Speaker at naaprubahan na ng Kamara ang 33 sa 42 priority bills ng administrasyong Marcos at Legislative-Executive Development Advisory Council (LEDAC).

Sinabi pa ng House Speaker na naproseso rin ng Kamara sa ilalim ng kaniyang pamumuno ang kabuuang 8,490 panukalang batas at 1,109 resolusyon at isang petisyon.

Sa kanyang talumpati bago ang sine die adjournment ng First Regular Session ng 19th Congress, pinasalamatan ni Speaker Romualdez ang mga miyembro ng Kamara sa kanilang masigasig na pagtatrabaho sa nakalipas na 10 buwan na malaki ang naitulong upang matupad ang socio-economic development agenda ni Pangulong Marcos, Jr.

“Needless to say, our first regular session has been both eventful and productive,” ani Speaker Romualdez.

“Congratulations to everyone for this impressive performance. You did not take your jobs lightly. You conducted yourselves with a sense of pride, professionalism and responsibility. You have carried out your individual roles with zest, making sure that you serve as effective voices of your respective constituents,” sabi pa ni Speaker Romualdez.

“I also take this opportunity to thank the members of the Minority Bloc, led by our Minority Leader, the Honorable Marcelino “Nonoy” C. Libanan. Your close scrutiny of every piece of legislation has allowed us to bring depth, richness and nuance in the performance of our legislative duties. Sa pagbusisi ninyo sa bawat panukalang batas na ipinapasa natin, nakikita ng lahat na buhay ang demokrasya sa Kongreso,” dagdag pa ng lider ng Kamara.

Iniulat din ni Speaker Romualdez ang pagratipika ng Kamara sa bicameral conference committee report ng panukalang pagtatayo ng mga specialty hospital na malaki ang maitutulong sa mga nagkakasakit sa mga probinsya upang hindi na kailangang lumuwas pa ng Kamaynilaan ang mga ito para makapagpagamot.

Binanggit din ni Speaker Romualdez ang pagtanggap ng Kamara sa bersyon ng Maharlika Fund ng Senado kaya maipadadala na ito sa Malacañang upang malagdaan ng Pangulo at maging ganap na batas.

“This is designed to promote economic development by making strategic and profitable investments in key sectors including public road networks,” ani Romualdez.

Sa huling linggo ng sesyon, inaprubahan ng Kamara sa ikatlo at huling pagbasa ang House Bill (HB) No. 8203 o ang Bureau of Immigration (BI) Modernization Act; at ang HB No. 8278 o ang Philippine Salt Industry Development Act. Ang mga ito ay prayoridad din ng LEDAC na maisabatas.

Kasama sa mga LEDAC priority na natapos ang Kamara sa nakalipas na 10 buwan ang panukalang Maharlika Investment Fund, Magna Carta of Seafarers, E-Governance Act / E Government Act, Negros Island Region, Virology Institute of the Philippines, Passive Income and Financial Intermediary Taxation Act, National Disease Prevention Management Authority or Center for Disease Control and Prevention, Medical Reserve Corps, Philippine Passport Act; Internet Transaction Act / E Commerce Law, Waste-to-Energy Bill, at Free Legal Assistance for Police and Soldiers, and Apprenticeship Act.

Naaprubahan na rin ng Kamara ang panukalang Build-Operate-Transfer (BOT) Law, Magna Carta of Barangay Health Workers, Valuation Reform, Eastern Visayas Development Authority, Leyte Ecological Industrial Zone, Government Financial Institutions Unified Initiatives to Distressed Enterprises for Economic Recovery, National Citizens Service Training Program, at National Government Rightsizing.

Naisabatas naman sa ilalim ng Marcos administration ang Republic Act (RA) No.11934 o ang Subscriber Identity Module (SIM) Registration Act; at RA No.11939 na nag-aamyenda sa fixed term ng piling opisyal ng Armed Forces of the Philippines bilang bahagi ng pagtaguyod sa propesyunalismo sa Sandatahang Lakas.

“Kayong lahat ang naging susi kaya mabilis nating naipasa ang lahat ng batas na kailangan ng bayan at nabigyan ng aksyon ang mga problema ng mamamayan,” sabi pa ni Speaker Romualdez.

Ayon pa kay Speaker Romualdez, 577 panukala ang natapos ng Kamara sa unang regular session ng kasalukuyang Kongreso.

“On the average, we were able to process 30 legislative measures per session day, 10 percent more than our output in the previous Congress during the same period,” dagdag pa nito.

“Let us continuously improve and optimize the conduct of our work for the benefit of the Filipino people,” hamon ni Speaker Romualdez sa kanyang mga kasamhan.
