PUMIRMA si Senador Erwin Tulfo sa partial report ng Senate Blue Ribbon Committee hinggil sa umano’y flood control fund anomaly na may amendments, at sinabing hindi dapat matapos sa public officials ang inquiry kundi dapat isama rin ang private contractors at iba pang indibidwal na natukoy sa mga pagdinig.

Sa kanyang explanation of vote, sinabi ni Tulfo na hindi dapat ituring ang kanyang lagda bilang buong pagsang-ayon sa lahat ng findings ng report, kundi pagkilala na nananatiling kulang pa ang dokumento.

“I affixed my signature not as an endorsement of every conclusion contained therein, but as a recognition that the report is, at best, incomplete,” ani Tulfo.

“It reflects portions of the truth—but not its full measure,” dagdag niya.

Sinabi ni Tulfo na ang umano’y anomalya ay may kinalaman sa public funds na nakalaan sa flood control projects na dapat sana’y nagpoprotekta sa buhay, tahanan at kabuhayan ng mamamayan.

“We are confronted with what may be one of the most staggering cases of misuse of public funds in our history—funds intended for flood control, funds meant to protect lives, homes, and livelihoods,” sabi niya.

“And yet, when the rains came, our people still suffered,” dagdag niya.

Kinuwestiyon ni Tulfo ang aniya’y makitid na saklaw ng partial report, partikular ang tila hindi pagkakasama ng private contractors at iba pang indibidwal na natukoy sa Senate inquiry.

“Why does the report appear to draw the line so narrowly?” tanong ni Tulfo.

“What happened to the more than a dozen contractors who were identified during the hearings?” dagdag niya.

Sinabi ni Tulfo na hindi dapat ituring na incidental actors ang contractors dahil tumanggap sila ng public funds at sila ang nagpatupad, o nabigong magpatupad, ng flood control projects.

“These are not incidental actors… They were recipients of public funds. They implemented—or failed to implement—these critical projects,” sabi niya.

“If there were irregularities… accountability cannot stop at public officials alone,” dagdag niya.

Ayon kay Tulfo, ang hindi pagkakasama ng ilang actors ay nagbubukas ng tanong kung ganap bang nasaklaw ng inquiry ang umano’y scheme.

“Justice cannot be selective. We cannot choose whom to investigate based on convenience, proximity, or institutional boundaries,” ani Tulfo.

“The Constitution does not recognize such distinctions—and neither should we,” dagdag niya.

Nanawagan si Tulfo na saklawin ng imbestigasyon ang lahat ng indibidwal, public officials man o private contractors, na may credible evidence na iniharap laban sa kanila.

“No one should be prematurely excluded. No one should be shielded,” ani Tulfo.

“This is not about casting a wider net for the sake of appearances. It is about ensuring that the process is fair, exhaustive, and credible,” dagdag niya.

Naging paksa ng debate sa Senado ang partial report habang may ilang senador na nais itong maisulong, samantalang may iba namang naghahangad ng mas malalim na pagsusuri sa findings at recommendations nito.

Sinabi ni Senador Panfilo “Ping” Lacson, chairperson ng Blue Ribbon Committee, sa hiwalay na floor statement na ipinadala sa mga miyembro ng komite ang partial committee report noong February 11, 2026 para sa review at posibleng revisions.

Sinabi ni Lacson na ang report, na inilarawan niyang mahigit 400 pahina kabilang ang annexes, ay kailangan pa ring lagdaan ng mayorya ng committee members bago ito maihain sa Senate Bills and Index Division.

Ayon kay Lacson, pito pa lamang ang lumagda sa draft, kabilang siya, Senate President Vicente C. Sotto III, Tulfo, Senate Deputy Majority Leader Risa Hontiveros, Senator Paolo Benigno “Bam” Aquino IV, Senator Francis “Kiko” Pangilinan at Senator Raffy Tulfo.

Sinabi rin ni Lacson na nabigyan na ng digital copy ang offices ng committee members para sa review.

Sinabi ni Tulfo na dapat tukuyin ng proseso ang wrongdoing at makatulong sa pagpapalakas ng tiwala ng publiko sa accountability mechanisms ng pamahalaan.

“Our people are watching. They expect us to rise above partial truths and incomplete accountability,” sabi niya.

“They expect us to pursue justice without fear or favor,” dagdag niya.

Sinabi ni Tulfo na nakabatay ang kanyang amendments sa posisyon na dapat palawakin ang imbestigasyon upang mapanagot ang lahat ng dapat managot.

“For this reason… I signed the report—with amendments,” ani Tulfo.
