Rep. Yamsuan: DRRM workers bill isasama sa priority bills sa 20th Congress

TINIYAK ni Paranaque Rep. Brian Raymund Yamsuan na makakasama ang Magna Carta for Public Disaster Risk Reduction and Management (DRRM) Workers sa mga priority measures sa 20th Congress..

Sinabi ni Yamsuan na tatalakayin nila ang Magna Carta ni Speaker Faustino ‘Bojie’ Dy III at House Majority Leader Ferdinand Alexander ‘Sandro’ Marcos para isama ang panukala sa common legislative agenda ng Legislative-Executive Development Advisory Council (LEDAC).

“DRRM workers often risk their lives to save others. They are indispensable, not only to our disaster preparedness, response and recovery operations, but also to our efforts to build more resilient communities.

We will discuss the proposed Magna Carta with the Speaker and our Majority Leader, possibly before Congress resumes session on January 26,’ said Yamsuan in a recent radio interview with Radyo Pilipinas.

We will also meet with key representatives of the public DRRM sector to find out what still needs to be done to make the Magna Carta more responsive to their needs,” daqdag ni Yamsuan.

Tugon ni Dy ang panukala bilang sagot sa apela ng publiko.

Suportado rin ni Yamsuan ang pag-review ng RA 10121, o ang Philippine DRRM Act, para i-evaluate kung epektibo ang batas na ito.

“DRRM workers, while exposing themselves to significant risks, including physical danger, psychological stress, and occupational health gaps, especially during disaster response operations, face the challenge of insufficient benefits. Our proposed measure seeks to address these inadequacies by institutionalizing measures that will promote their welfare,” sabi ng kongresista.

Kasama sa mga proposal sa ilalim ng HB 5239 ang pagbibigay ng hazard allowance; access to protective equipment, libreng bakuna at dagdag na bayad para sa mga work-related injuries.

Sa ilami ng panukalang batas ide-define ang “public DRRM worker” bilang taong employed ng pamahalaan na tumatalima sa mga utos na kailangang sundin sa rehabilitation at recovery.

Nakasaad din sa ilalim ng HB 5239 ang monthly longevity pay sa lahat ng DRRM workers na katumbas ng 5 porsyento ng kanilang basic na sweldo.
