INILARAWAN ni Bicol Saro Party-list Rep. Terry Ridon, co-chairperson ng House committee on infrastructure, noong Martes ang desisyon ng Manila Regional Trial Court (RTC) na nagpapatunay na peke ang affidavit ni Orly Regala Guteza bilang “a damning exposure of a coordinated political operation built entirely on lies and fabricated evidence.”

“This ruling is a decisive vindication of fact over fiction,” ani Ridon. “It reveals how falsehoods were deliberately engineered to mislead official inquiries and poison public discourse.”

Sa 11-page order na may petsang Oktubre 24, sinabi ni Executive Judge Carolina Icasiano-Sison ng Manila RTC Branch 18 na lumilitaw na si Atty. Petchie Rose Espera ay “biktima” ng insidente ng pamemeke, at binanggit na ang kanyang pirma at notarial details ay pineke.

Pinagtibay ni Icasiano-Sison na nabigong pabulaanan ni Guteza ang presumption na siya ang may-akda ng pekeng notarization ng sinumpaang salaysay.

Pinawalang-sala ng korte si Espera, na ang notarial details ay pineke, at inutusan ang Department of Justice (DOJ) na imbestigahan si Guteza at lahat ng iba pang gumamit o nagpalaganap ng pekeng dokumento.

Isa sa mga pangunahing batayan ng desisyon ng hukom ay ang forensic analysis ng National Bureau of Investigation (NBI), na natuklasang ang pirma sa sinumpaang salaysay ni Guteza at ang karaniwang pirma ni Espera “were not written by one and the same person.”

Noong Setyembre, humarap si Guteza sa Senate Blue Ribbon Committee at iginiit na naghatid siya ng mga maleta ng salapi sa mga tahanan ng dating mambabatas na si Zaldy Co at Leyte Rep. Martin Romualdez.

Ang kanyang sinumpaang salaysay ay umano’y notarized ni Espera, na kalaunan ay mariing itinanggi na siya ang nag-notaryo ng dokumento.

Nanawagan si Ridon sa DOJ na “immediately implement the court’s directive and prosecute all those responsible for this calculated falsification.”

“This was no clerical mistake ― it was a premeditated attempt to subvert truth and derail a Senate inquiry,” sinabi ni Ridon. “The DOJ must act decisively so that political forgery never again finds refuge in impunity.”

Aniya, ang desisyon ng korte ay nagpapanumbalik ng integridad sa mga institusyonal na proseso at bindikasyon sa mga taong hindi makatarungang siniraan.

“Our legislative inquiries ― in both the Senate and the House ― depend on the authenticity of every document submitted,” pahayag ni Ridon. “When fabricated evidence is used to manipulate proceedings, it is not just an attack on individuals but on Congress itself.”

“Our democracy cannot thrive on deceit,” dagdag niya. “Those who forged, spread, or exploited false documents must be held fully accountable ― before the law and before the people.”

Matapos ang insidente, nagsumite ng ulat si Espera sa Manila RTC, na naging dahilan upang magsagawa ng imbestigasyon ang korte.

Sa kanyang ulat, mariing itinanggi ni Espera na siya ang nag-notaryo o lumagda sa dokumento, at sinabi na ang notarial signature at seal na iniuugnay sa kanya ay pineke at ginamit nang walang pahintulot.
