KINILALA ni Bicol Saro Party-list Rep. Terry Ridon, House committee on public accounts chairman, nitong Martes ang karapatan ni Davao City 1st District Rep. Paolo Duterte na humiling ng travel clearance para sa mahigit dalawang buwang biyahe sa ibang bansa, ngunit binigyang-diin na dapat manatiling ganap na responsable ang mga mambabatas sa mga imbestigasyong tumutukoy sa umano’y iregularidad sa mga proyekto ng imprastruktura at flood-control.

“While Rep. Paolo Duterte has the right to request travel clearances for foreign trips exceeding two months, he should make himself available to investigative bodies such as the Office of the Ombudsman for any proceedings on infrastructure and flood-control projects in his district,” ani Ridon.

Noong nakaraang Huwebes, tumanggi si Duterte sa kahilingan ng Independent Commission for Infrastructure (ICI) na humarap sa kanilang imbestigasyon tungkol sa flood control projects.

Binigyang-diin ni Ridon na dapat pare-pareho ang antas ng pananagutan para sa lahat ng district representatives na may naitalang kahina-hinalang public works sa kanilang lugar.

“The same standard should apply to other district representatives in whose areas DPWH (Department of Public Works and Highways), AFP (Armed Forces of the Philippines), and PNP (Philippine National Police) engineering teams have found substandard projects,” dagdag niya, at binanggit na maaaring tawagin ang mga mambabatas upang agad magbigay-linaw kung paano sinimulan at isinagawa ang mga naturang proyekto.

“They may be required to provide immediate and direct information on the origination, planning, and implementation of these projects,” pahayag ni Ridon.

Binigyang-diin ng party-list lawmaker ang kahalagahan ng partisipasyon ng mga mambabatas sa anumang fact-finding process, lalo na’t maraming ahensiya ang nag-ulat ng seryosong anomalya sa iba’t ibang flood control at infrastructure programs sa buong bansa.

“Their participation in these proceedings is critical because, as we have seen, ghost and substandard infrastructure projects are unlikely to have occurred without the participation of legislators, DPWH officials, contractors, and other high-level executive officials,” aniya.

Ang pahayag ni Ridon ay kasabay ng nagpapatuloy na imbestigasyon ng Kongreso at ehekutibo hinggil sa lawak ng umano’y iregularidad sa mga proyektong pampubliko sa buong bansa, na nakatuon sa pananagutan ng mga opisyal ng gobyerno.
