UMALMA ang chairman ng House committee on constitutional amendments sa pahayag ni Senate President Juan Miguel Zubiri na iniuugnay ang pagka-antala ng pagpapatupad ng tatlong batas sa itinutulak na pag-amyenda sa Konstitusyon.

Ayon kay Cagayan de Oro 2nd District Rep. Rufus Rodriguez ang espekulasyon ni Zubiri ay walang basehan at hindi umano kontrolado ng Kamara de Representantes ang mga ahensya na gumagawa ng implementing rules and regulations (IRR) para sa pagpapatupad ng mga bagong batas.

“That’s foul, that’s pure speculation that has no basis at all. The House has no control over the executive agencies tasked to implement the three laws by issuing implementing rules and regulations (IRRs),” sabi ni Rodriguez.

Ayon kay Rodriguez mistulang nakakakita ng multo si Zubiri kahit na wala naman talaga.

“He should give us, his former colleagues in the House of Representatives, and executive officials some good faith,” ani Rodriguez.

Sa isang panayam sa telebisyon noong Miyerkoles, sinabi ni Zubiri na hindi inilalabas ng National Economic and Development Authority at iba pang ahensya ang IRR para sa amyenda sa Public Service Act, Retail Trade Liberalization Law at Foreign Investment Act na ipinasa ng nakalipas na Kongreso.

Ayon kay Zubiri ang mga batas na ito ay sapat na para dumami ang mga dayuhan na mamumuhunan sa bansa kahit na hindi matuloy ang ipinapanukalang pag-amyenda ng Konstitusyon.

“Are they delaying [the approval of IRR] for some underlying reason? Why don’t they let the IRR go and let it out so that more direct foreign investments can come to the country?” sabi ni Zubiri.

“These three [laws] were [passed] to answer the problems in the restrictive economic provisions of the Constitution,” dagdag pa ni Zubiri.

“What else do we want to loosen up in the Constitution for economic reasons? Is it the ownership of land? Because personally, I am against the [full foreign] ownership of land.”

Ayon kay Zubiri tutol ito sa panukala na payagan ang mga dayuhan na magmay-ari ng lupa sa bansa dahil patataasin nito ang presyo.

Iginiit ni Rodriguez na ang pag-amyenda sa Konstitusyon ay naglalayong alisin ang restrictive economic provisions nito na siyang pumipigil sa pamumuhunan sa bansa ng maraming negosyante.

Ipinunto rin ni Rodriguez na kahit na anong batas ay hindi kayang mabura ang limitasyong nakasaad sa Konstitusyon.

“The restrictions that hamper investments are still there, because laws cannot amend the Constitution,” dagdag pa ni Rodriguez.

Sinabi ni Rodriguez na hindi dapat pagdudahan ni Zubiri at iba pang senador na tutol sa pag-amyenda sa Konstitusyon ang layunin ng Kamara.

“The best proof that we want the envisioned constitutional convention to limit itself to the economic provisions is the seven-month deadline for this assembly to finish its job,” giit ni Rodriguez.
