PINURI ng isang kongresista ang naging desisyon ng Commission on Elections (Comelec) na maglabas ng form para sa mga nais na bumawi ng kanilang pirma sa petisyon kaugnay ng People’s Initiative (PI) na naglalayong amyendahan ang Konstitusyon.

Kasabay nito, hinimok ni 1-Rider Partylist Representative Rodge Gutierrez ang Senado na huwag ng guluhin ang inisyatiba kaugnay ng PI at iginiit na ito ay karapatang ipinagkaloob ng Konstitusyon sa mga Pilipino.

Sinabi ni Gutierrez na wala ring napatunayan ang Senate Committee on Electoral Reforms and People’s Participation kaugnay ng bintang na nabayaran ang mga pumirma sa PI.

“That is why we appeal to the Senate to stop meddling in the process of the People’s Initiative. Their investigation is turning into a witch-hunt obviously directed against the House,” ani Gutierrez.

Sinabi ni Gutierrez na kapuri-puri ang ginawa ng Comelec na tuparin ang mandato nito sa ilalim ng Konstitusyon at mga batas na nagpapakita umano ng malinaw na senyales ng demokrasya sa bansa.

Ayon kay Gutierrez ang desisyon ng Comelec na maglabas ng withdrawal form ay isang patunay na walang pilitan ang pagpirma sa PI.

“The COMELEC with Chairman Garcia at its helm, in fact, should be congratulated for doing their job and performing their mandate in relation to the People’s Initiative mode of amending the Constitution,” sabi ng solon.

“Ang COMELEC po ang may mandato para sa proseso ng People’s Initiative. Hindi ang Senado, hindi ang House of Representatives. Kaya nga po People’s Initiative ang tawag dito. Sila ang nakaisip at nangunguna sa pagbabago ng Konstitusyon. Hindi ito dapat pangunahan ng Kongreso,” dagdag pa nito.

Inaprubahan na ng Comelec ang isang memorandum para sa paglalabas ng withdrawal form para sa PI.

“The Commission, after due deliberation resolved, as it hereby resolves to approve the hereto attacked and forming an integral part hereof, Withdrawal Form for Signatures in the Signature Sheets submitted for Petition for People’s Initiative,” sabi sa memorandum.

“Resolved, further, to instruct the Election Officers to make available to the public the said form, and to receive/ accept the accomplished forms for recording purposes,” ayon pa rito.
