TIYAK nang mabibigyan ng healthcare services ang mga miyembro ng LGBTQIA+ sa Quezon City matapos aprubahan ni Mayor Joy Belmonte ang Gender-Inclusive Health Ordinance.

Nilalayon ng ordinansa, na akda nina Councilor Bernard Herrera at Dorothy Delarmente, na magtatag ng framework para sa pagdeliver ng gender-affirming primary care, mental health support at specialized medical services sa pamamagitan ng public health system ng lungsod.

“This groundbreaking ordinance reaffirms Quezon City’s commitment to a healthcare system that is truly inclusive,” ani Belmonte. Binigyang-diin pa ni Belmonte ang agarang pag-alis sa mga healthcare barrier para gender-diverse at transgender residents.

“For far too long, members of the LGBTQIA+ community have faced discrimination and limited access to essential health services. This ordinance is a concrete step in addressing that injustice,” sabi ni Belmonte.

Sa ilalim ng bagong ordinansa, magbibigay ang lahat ng pampublikong health facility sa lungsod ng gender-affirming consultations at counseling; medical guidance at referrals sa specialized services; at mental health support para sa gender-diverse and transgender individuals.

Pinagbabawal naman ng ordinansa ang lahat ng uri ng conversion therapy at SOGIESC (Sexual Orientation, Gender Identity, Gender Expression, and Sex Characteristics) suppression practices, dahil mapanganib ang mga ito at bawal sa lungsod.

Tinitiyak naman ng lokal na batas na isasama ang gender-affirming care sa mga kasalukuyang programa katulad ng HIV/AIDS prevention, disability services, at crisis support sa pamamagitan ng Quezon City Protection Center.

Upang maging epektibo ang pagpapatupad nito, inaatas ang pagbuo ng isang Technical Working Subcommittee sa ilalim ng pamumuno ng QC Pride Council, sa pakikipagtulungan ng QC Gender and Development Council at District Pride Councils.

Ang pangunahing institusyon kabilang na ang QC Health Department, QC General Hospital, Novaliches District Hospital, and Rosario Maclang Bautista General Hospita ang siyang mangunguna sa pag deliver at bilang modelo sa inclusive healthcare services.

Bubuuin ang implementing rules and regulations (IRR) sa loob ng 60 na araw sa pamamagitan ng consultative process kabilang ang mga LGBTQIA+ groups, civil society organizations, at medical professionals.
