HINIMOK ni Senate Minority Leader Aquilino “Koko” Pimentel III si Senate Majority Leader Francis “Tol” Tolentino na simulan na ang mga paghahanda para sa paglilitis sa impeachment ni Pangalawang Pangulo Sara Duterte, kung saan ay binibigyang-diin na dapat itong isagawa nang walang pagkaantala alinsunod sa Konstitusyon.

“The Senate Majority Leader should now set the stage for the impeachment in keeping with the mandate of the Constitution,” ani Pimentel sa isang pahayag nitong Martes.

Ipinaliwanag niya na bagaman may mga tungkulin sa paggawa ng batas ang Kongreso, magkahiwalay at dapat bigyang-priyoridad ang impeachment proceedings.

“Preparatory work for the impeachment can proceed immediately as these actions are separate and distinct from the legislative functions of Congress,” aniya.

Pinaalalahanan din ni Pimentel ang mga kapwa senador na dapat unahin ang kanilang konstitusyunal na tungkulin, kahit na may ilan sa kanila ang naghahanda para sa halalan.

“We have a constitutional duty that must take precedence over our reelection bid. While we may be busy with our campaigns, the best campaign is fulfilling our constitutional responsibilities. I trust that the upcoming election will not interfere with our mandate,” diin niya.

Ang kanyang pormal na kahilingan kay Senate President Francis “Chiz” Escudero ay naipasa na sa Committee on Rules, na pinamumunuan ni Tolentino. Hinimok ni Pimentel ang komite na kumilos kaagad, sabay sabing: “The Senate’s Committee on Rules must forthwith, immediately, right away, and without delay review the impeachment guidelines.”

Ipinaliwanag niya na maaaring panatilihin ng komite ang kasalukuyang mga panuntunan o magpasok ng mga pagbabago upang higit itong umayon sa diwa ng Konstitusyon.

Sa isang panayam sa ANC, iginiit ni Pimentel na hindi dapat idikta ng legislative calendar ng Senado ang oras ng impeachment proceedings. Ipinunto niya na may hiwalay na iskedyul ang isang impeachment court.

“We should not be bound by the so-called Senate legislative calendar. It is because the Senate is still existing as a Senate, and we can declare that we are now convening as an impeachment court.

The court calendar is different from the legislative calendar. We can act earlier than June 2,” aniya.

Nagbabala siya na kung ipagpapaliban ang paglilitis hanggang Hunyo 2, ito ay taliwas sa konstitusyunal na mandato na dapat agad simulan ang impeachment proceedings.

“The Senate can make a decision to convene as an impeachment court and come up with its own court calendar separate from its legislative calendar,” dagdag niya.

Sa pagtukoy sa probisyon ng Konstitusyon, sinabi ni Pimentel: “Ang sabi sa constitution, ang sabi doon isunod agad ang paglilitis sa senado. Ano naman ang meaning ng agad? Eh ordinary meaning din yan mabilis, dagli-dagli, mayroon pa ngang malalim na Tagalog—karakaraka.”

Nanawagan din si Pimentel para sa isang caucus ng lahat ng senador upang matukoy kung gaano kalaki ang interes sa pagpapatuloy ng paglilitis.

“Gusto naming makita o dapat naming makita what is now the level of interest among senators over this case. Kung nagpatawag ang Senate President ng all-senators caucus and yet there is no quorum even in that caucus, that is a reflection of, you know, more than one half do not have this in their radar, do not consider this completely their priority,” aniya.

Binigyang-diin niya ang papel ng Senado sa proseso ng impeachment.

“The Senate must address the impeachment complaint against Vice President Sara Duterte with the seriousness and speed it deserves. It is time for the leadership to take the lead in ensuring the Constitution is followed,” ani Pimentel.

Dahil sa panawagan ni Pimentel para sa agarang aksyon, nakatuon na ngayon ang atensyon kay Tolentino at sa Committee on Rules upang matukoy ang susunod na hakbang sa impeachment proceedings.
