ANG paglagda ni Pangulong Ferdinand R. Marcos Jr. sa New Government Procurement Reform Act ay pinuri ni Speaker Ferdinand Martin G. Romualdez bilang isang mahalagang hakbang tungo sa pagpapabuti ng transparency, kahusayan at mabuting pamamahala sa proseso ng pagkuha ng mga produkto at serbisyo ng gobyerno.

“This legislation ushers in a new era of transparency, integrity, and accountability in our government’s procurement processes. It reflects our unwavering commitment to the Filipino people to ensure that every peso is spent wisely and responsibly,” ani Speaker Romualdez sa Republic Act (RA) No. 12009, o ang New Government Procurement Reform Act.

Ang inamyendahang batas ay magpapabuti sa RA 9184, upang mas mapalakas ang integridad at pananagutan sa mga proseso ng pagkuha at pagbili ng gobyerno.

Layunin nitong tiyakin na ang mga transaksyon sa government procurement ay malinaw, makatarungan, epektibo at nagbibigay halaga sa pondo ng bayan.

Palalakasin ng batas ang mga aspeto tulad ng transparency, competitiveness, efficiency, proportionality, accountability, public monitoring, procurement professionalization, sustainability at value for money.

“The signing of the revised Government Procurement Reform Act is a landmark achievement in our commitment to uphold good governance and transparency in government transactions,” ayon pa sa pinuno ng Kamara.

“This law will streamline and standardize procurement processes, making them more transparent and efficient, and ensuring that public funds are spent wisely and judiciously,” dagdag pa ni Speaker Romualdez.

Saklaw ng bagong batas ang lahat ng sangay at ahensya ng pambansang pamahalaan, kabilang na ang mga kagawaran, tanggapan, state universities and colleges (SUCs), government-owned and controlled corporations (GOCCs), government financial institutions (GFIs) at local government units (LGUs).

Kasama sa bagong batas ang standardization ng procurement processes at ginagamit na forms, mga kinakailangan para sa wastong pagpaplano at pagsunod sa badyet, at detalyadong mga imbestigasyon at pagsusuri bago mag-bid sa mga proyektong imprastruktura.

Sinasaad din sa batas ang mga probisyon para sa market scoping, lifecycle assessment, at framework agreements at pooled procurement, upang makuha ang mga produkto o serbisyo sa mas mababang presyo at mas mahusay na kondisyon dahil sa maramihang pagbili.

Layunin ng mga probisyong ito na makamit ang mas mahusay na resulta at mas mababang gastos sa pamamagitan ng mas epektibong pag-organisa at pamamahagi ng mga resources.

“The revised Act introduces essential safeguards to ensure that procurement activities are conducted with the highest standards of integrity and accountability,” ayon kay Speaker Romualdez.

Ani Romualdez, ang pagsunod sa transparency measures tulad ng video recording at livestreaming ng procurement conferences ay nagpapalago ng kultura ng pagiging bukas at pagtitiwala ng publiko.

Binigyang-diin din ni Speaker Romualdez ang kahalagahan ng propesyonalisasyon ng mga tagapamahala ng government procurement, bilang mahalagang bahagi ng binagong batas.

“Building a cadre of skilled and ethical procurement professionals is crucial in maintaining the integrity of our procurement system,” ayon pa sa mambabatas.

Paliwanag pa ng pinuno ng Kamara, ang revised government procurement law ay nagsisilbing patunay ng matatag na pangako sa pagsasagawa ng reporma at pagpapabuti ng mga sistema ng gobyerno para sa kapakanan ng sambayanang Pilipino.

“This law not only enhances the efficiency and effectiveness of procurement processes but also ensures that government transactions are conducted with the highest standards of integrity,” sabi ni Speaker Romualdez.

“It addresses long-standing issues of corruption and mismanagement by introducing stringent measures for transparency and accountability,” dagdag pa niya.

Ipinapaabot din ni Speaker Romualdez ang pasasalamat kay Pangulong Marcos at sa lahat ng mga nagtrabaho nang walang pagod upang maisakatuparan ang mahalagang batas na ito.

“Their dedication and hard work have resulted in a law that will significantly impact how we conduct government business, ensuring that public funds are used judiciously and for the greatest benefit of our citizens,” dagdag pa ng mambabatas.

“Together, we are paving the way for a more transparent, accountable, and efficient government. This Act sets a new benchmark for public procurement, reflecting our collective resolve to serve the Filipino people with honesty and dedication. It is a crucial step towards building a government that the public can trust and rely on,” pahayag ni Speaker Romualdez.
