KINONDENA ng Makabayan bloc si Vice President Sara Duterte sa tangka umano nito na ilihis ang atensyon ng publiko para matabunan ang isyu ng mali nitong paggamit ng confidential funds.

Inilabas ng Makabayan bloc — na binubuo nina ACT Teachers Rep. France Castro, Gabriela Rep. Arlene Brosas at Kabataan Rep. Raoul Manuel — ang pahayag matapos sabihin ni VP Duterte na mayroong sabwatan ang Makabayan-Romualdez-Marcos laban sa kanya.

“It is imperative to set the record straight: no such alliance exists. Rather than resorting to these squid tactics, Vice President Duterte should directly and truthfully respond to the questions to be raised during the interpellations on her office’s next budget briefing scheduled for September 10,” sabi ng Makabayan bloc.

“She is expected to attend and explain to the committee how public funds were used,” dagdag pa ng bloc sa inilabas na joint statement.

Ayon sa Makabayan bloc, nais ni VP Duterte na matabunan ang inilabas na notice of disallowance ng Commission on Audit (COA) sa ginawa nitong paggastos sa P125 milyong confidential fund noong 2022 na naubos sa loob lamang ng 11 araw.

Kinuwestyon ng mga auditor ng COA ang ginawang paggastos sa P73 milyon sa P125 milyong confidential fund at ipinababalik ito.

Bukod sa maling paggamit ng confidential fund, sinita rin ng COA ang paggastos sa budget ng Department of Education (DepEd) noong 2023. Si VP Duterte ang kalihim ng DepEd hanggang sa magbitiw ito noong Hulyo 2024.

Ayon sa Makabayan bloc, naglabas ang COA ng notices of suspension kaugnay ng kuwestyunableng paggamit ng P10.1 bilyong pondo, notices of disallowance sa kabuuang P2.2 bilyong pondo, at notices of charges sa paggamit ng P7.38 milyong pondo dahil sa hindi pagsunod sa batas at regulasyon.

Sinita rin ng COA ang paglaki ng cash advances ng DepEd na nagkakahalaga na ng halos P7 bilyon.

“Vice President Duterte must answer the extreme underutilization of the Department of Education budget while she had 100 percent utilization of confidential funds,” sabi ng Makabayan bloc.

Lumala umano ang krisis sa edukasyon sa pamumuno ni VP Duterte at hindi naabot maging ang sariling target nito, gaya ng pagsasaayos ng 7,550 na silid-aralan na ang natapos lamang ay 208 at pagtatayo ng tatlo lamang sa 88 target na Last Mile School.

“Vice President Duterte’s refusal to answer legitimate questions regarding her budget spending demonstrates a disregard for the principles of transparency, accountability, and the constitutional duties she swore to uphold. The misuse of public funds of the OVP and DepEd is an impeachable offense, particularly given the severe lack of funding for social services,” giit ng Makabayan bloc.

Iginiit din ng mga mambabatas na trabaho nila na usisain ang kung papaano ginagastos ang pondo ng bayan.

“It is ironic for someone to tell lawmakers ‘magtrabaho muna’ when she has a zero accomplishment rate for the DepEd computerization program, only 3 percent of her target classrooms built, P9.6 billion worth of laptops delayed for years and her nutribuns for feeding kids stale or moldy,” sabi ng mga mambabatas.

“So, enough with VP Duterte’s squid tactics, we demand accountability. It is the right of the people to know how their money was spent, and it is our duty to ensure that public officials do not betray their trust as this becomes an impeachable offense,” dagdag pa ng Makabayan bloc.
