IPINAKITA ng Cybercrime Investigation and Coordinating Center (CICC) sa mga miyembro ng Tri Comm ng Kamara de Representantes ang app na magagamit upang ma-detect ang mga deepfake video na kalimitang ikinakalat sa pamamagitan ng social media.

Sa pagdinig ng komite nitong Martes, ginamit ni CICC cyber security analyst Jan Marcelo “Marco” Reyes ang app na binili ng Department of Information, Communication and Technology (DICT) para magamit laban sa mga deepfake video.

Ayon kay Reyes kayang ma-detect ng app sa loob ng 30 segundo kung deepfake ang isang video.

“It takes snapshots of the video and detects it if it is fake eventually,” paliwanag nito.

Sinabi ni Reyes na kasama sa mga deepfake na nag-viral online ay ang videon ng Hollywood A-lister actor na si Tom Cruise, at Facebook founder Mark Zuckerberg.

Sinabi ni CICC executive director Alexander Ramos na makakatulong ang app na ito sa gobyerno upang mahabol ang mga scammer.

“This is a tool that we can run in computers, and this can detect deepfake videos. This can be installed and it acts as an anti-virus. We can disseminate this to different watchdogs. The more, the merrier. We will have a community of fact-checkers,” paliwanag nito.

Ikinatuwa naman ni Santa Rosa City Rep. Dan Fernandez, chairman ng House Committee on Public Order and Safety, na mayroong magagamit laban sa mga deepfake videos.

“At least, with this kind of apparatus, our people will be capacitated to combat this scourge called fake news,” sabi ni Fernandez.

Ayon kay DICT Secretary Ivan Uy hindi libre ang naturang app sa kasalukuyan.

“Right now, it’s not a free ware. Maybe we can make it more affordable. We were just the ones who were first to purchase,” sabi ng kalihim.

Nanawagan si Uy sa Kongreso na pabilisin ang proseso ng paghabol at hayaan ang ahensya na makapagsampa ng kaso kahit walang complainant sa cybercrime.

“I think the law should allow government to represent people without a private complainant against these cybercriminals. You don’t need a complainant,” sabi ni Uy.

Ipinaliwanag ni Uy na kung ang isang bangko ay nanakawan ng P10 milyon hahabulin ng bangko ang nagnakaw. Pero kung ang isang hacker ay magnanakaw umano ng piso sa 10 milyong depositor malamang ay hindi na ito habulin dahil sa liit ng kinuha sa mga depositor.
