“LET’S see how this will unfold.”

Ito ang naging reaksiyon ni House Assistant Majority Leader at Lanao del Sur Rep. Zia Alonto Adiong sa napaulat na posibleng pagpapalabas ng arrest warrant ng International Criminal Court (ICC) laban sa mga kapwa akusado ni dating Pangulong Rodrigo Roa Duterte sa kasong crimes against humanity kaugnay ng madugong kampanya kontra droga.

Sinabi ni Adiong na nasa administrasyon ni Pangulong Ferdinand R. Marcos Jr. ang desisyon kung ano ang magiging aksyon nito.

“I guess the administration has been very consistent in saying that we no longer deal with the ICC. But as to the jurisdiction…the timeline kung saan nangyari itong mga allegations of mass crime against humanity happened when the Philippines was (still) a party to the Rome Statute (which created the ICC),” ani Adiong.

“Again, ang sa aking palagay from the legislative side of the government, it is purely within how the executive would respond to these ongoing cases. So let’s see how this will unfold,” dagdag niya.

Kabilang sa mga sinasabing kapwa akusado ni Duterte sina Sen. Ronald “Bato” dela Rosa at Oscar Albayalde, na kapwa nagsilbing hepe ng Philippine National Police (PNP) ng nakaraang administrasyon at nagpatupad ng war on drugs campaign.

Si Dela Rosa ay tumatakbong muli sa pagka-senador samantalang si Albayalde ay tumatakbong mayor ng Angeles City.

Iba-iba ang naging pahayag ni Dela Rosa sa posibilidad ng pag-aresto: sinabi niya minsan na magpapakulong siya kung iutos ng ICC, at sa iba namang pagkakataon ay hindi raw siya susuko at magtatago na lang.

Tungkol naman sa mungkahi ng kampo ni Duterte na limitahan ang “range” ng mga dokumentong maaaring pagkakakilanlan ng mga biktima ng drug war, sinabi ni Adiong na gagamitin ng depensa ang lahat ng legal na paraan upang maantala ang proseso ng ICC.

“So, I think ‘yung defense naman nila, that’s how they would approach the case. They will do anything and everything they can. They can explore any legal possibilities just to frustrate for example the case filed by the prosecution. So that’s entirely a legal maneuvering and legal strategy for the defense,” ani Adiong.

Hindi rin umano makatarungan ang paghingi ng identification documents sa mga biktima o kaanak nila.

“If you ask me, that’s like asking too much. Why would a national ID or SSS (ID) be material in filing the case no? Just to prove, I don’t know what kind evidence they would like to, what kind of additional documentation they want to ask for the victims to provide. Hindi ko alam kung how would that be relevant in the case and pursuit of justice,” dagdag niya.

Binigyang-diin ni Adiong na sapat nang ebidensya ang mismong pagkamatay ng isang biktima ng drug war.

“What is more concrete as an evidence than the death of a loved one? That would be more than enough for those families of the victims who are now crying for justice. They are Filipino citizens, they have legitimate grievances and they have a valid case that they would file before the ICC,” ani Adiong.
