NAGBABALA si Speaker Ferdinand Martin G. Romualdez sa mga agricultural cartel na sangkot sa smuggling at pagmamanipula ng suplay at presyo— na itinuturing na economic sabotage — na sila ay mahaharap sa malaking multa at mahabang panahon ng pagkakakulong.

“Economic sabotage is a crime of the highest order. The law demands life imprisonment for large-scale agricultural smuggling, and we will make sure those responsible face the full force of justice. These cartels are not just committing fraud; they are endangering our food security and destroying the livelihoods of our farmers,” ani Speaker Romualdez.

Ginawa ni Speaker Romualdez ang pahayag matapos matukoy ang 12 personalidad na sangkot umano sa agricultural cartel na pinagmumulta ng P2.4 bilyon bukod pa sa kakaharaping pagkakakulong na resulta ng imbestigasyon ng Kamara de Representantes.

Ayon sa Enforcement Office ng Philippine Competition Commission (PCC), naghain na ito ng reklamo at inirekomenda na pagmultahin ng P2.42 bilyon laban sa 12 onion traders at importers na umaktong isang kartel noong 2019.

Kabilang umano rito ang Philippine Vieva Group of Companies Inc., Tian Long Corp., La Reina Fresh Vegetables and Young Indoor Plants Inc., Yom Trading Corp., Vegetable Importers, Exporters and Vendors Association of the Philippines, at Golden Shine International Freight Forwarders Corp.

Ang mga indibidwal naman na kinasuhan ng PCC ay sina Vieva vice president at Golden Shine president Lilia Cruz; Vieva board member, Golden Shine corporate executive officer at Tian Long corporate secretary Eric Pabilona; Vieva board member, La Reina president at Yom Trading chair at president Renato Francisco Jr.

Ang mga miyembro umano ng kartel ay nasa likod ng smuggling at hoarding ng sibuyas upang makalikha ng artipisyal na kakulangan para tumaas ang presyo nito.

Nilinaw naman ni Speaker Romualdez na pauna pa lang ang malaking multa dahil sasampahan din ang mga ito ng mga kaso at mahaharap sa matagal na panahon ng pagkakakulong ang nga mapatutunayang lalabag.

“The imposition of P2.4 billion in fines is just the opening salvo. Smugglers and price manipulators will face not just financial repercussions, but serious jail time. We will not tolerate the sabotage of our economy and the exploitation of Filipino families,” sabi niya.

Tinukoy ng lider ng Kamara na mayrooong mahigit 300 kinatawan na sa ilalim ng Republic Act No. 10845, o Anti-Agricultural Smuggling Act of 2016 ay itinuturing na economic sabotage ang large-scale smuggling, kung saan hindi maaaring makapag piyansa ang sangkot at mahaharap sa habambuhay na pagkakakulong bukod pa sa pagkumpiska sa kanyang mga ari-arian at malaking multa.

“The P2.4 billion in fines is just the start. The law is clear—those who manipulate agricultural prices will face long prison terms. Smuggling, hoarding, and price manipulation will receive the toughest penalties,” giit pa ni Speaker Romualdez.

Nangako rin si Speaker Romualdez sa publiko na mananatiling agresibo ang Kamara sa paglaban sa mga agricultural cartels, katuwang ang Department of Agriculture at Bureau of Customs, para masawata ang pagpapatuloy ng mga iligal na aktibidad na ito.

“We are fully committed to wiping out these cartels,” sabi ng House Speaker. “This is not just about onions—this is about safeguarding our food supply and ensuring that every Filipino has access to affordable agricultural products. Today, we struck a blow against one cartel, but this is only the beginning.”

Itinutulak din ng lider ng Kamara ang pagpapa-igting nglehislatura para mapabigat pa ang parusa sa agricultural smuggling.

“We will strengthen the laws, ensuring that those who sabotage our economy with price manipulation and smuggling face longer jail terms and harsher penalties. The days of leniency are over,” wika niya.

Ang pagtugis sa onion cartel ay isinagawa matapos ang labis na pagtaas ng presyo ng sibuyas dulot ng artipiasyal na kakulangan dahil sa hoarding at manipulasyon ng presyo.

Ang ipinataw na P2.4 na multa ay malaking hakbang sa kampanya ng pamahalaan laban sa agricultural smuggling, ngunit pagtitiyak ni Speaker Romualdez hindi lang multa ang haharapin ng mga responsable dito.

“The House will not stop until these cartels are dismantled and those responsible for hurting our farmers and consumers are behind bars. This is a fight we will win—for the farmers, for the consumers, and for the entire Filipino nation,” pagtatapos ng Speaker.
