Senado inaprubahan SB 2895
INAPRUBAHAN ng Senado nitong Lunes, Enero 27, 2025, sa ikatlo at huling pagbasa ang Senate Bill No. 2895 na nag-aamyenda sa Republic Act No. 10591, na kilala bilang Comprehensive Firearms and Ammunition Regulation Act.
“With the approval of the amendments under the bill, it clarifies licensing and registration procedures which will promote compliance; strengthens regulations against illegal firearms and enhances public safety; provides for the safe and responsible transfer of firearms in cases of death or incapacity; and establishes an amnesty program to encourage the registration of unregistered firearms nationwide,” pahayag ni Senador Ronald “Bato” Dela Rosa, ang pangunahing may-akda ng panukalang batas.
“Your Committee on Public Order and Dangerous Drugs proposes amendments that will address all current issues and concerns in the implementation of RA 10591. This will further advocate responsible gun ownership and ensure the government’s right to regulate the same,” dagdag pa niya.
Nilalayon ng panukalang batas na mabawasan ang red tape sa pagkuha ng mga lisensya at permit. Pinapahintulutan nito ang Chief ng PNP na magtalaga ng kinatawan upang mag-isyu ng Permit to Carry Firearms Outside Residence o PTCFOR.
Kabilang sa mga amyenda ay ang hiindi na madidiskwalipika ang aplikanteng may nakabinbing kasong kriminal maliban na lamang kung ang kaso ay may kinalaman sa paggamit ng baril, bala, o mahahalagang bahagi nito, o kung idineklarang diskwalipikado ng isang hukuman; pagdaragdag ng mga indibidwal o propesyonal na exempted sa requirement ng threat assessment certificate; ang lisensya para sa paggawa at pagbebenta ng baril ay magiging balido nang 10 taon; bilang pagkilala sa karangalang naibigay ng mga sports shooter sa bansa sa iba’t ibang kompetisyon, ang komite ay nagpanukala na hindi sila saklawin ng awtoridad ng COMELEC na magdala ng baril sa panahon ng eleksyon; at para sa layunin ng RA 10591 laban sa pagkalat ng iligal na baril, pinalawig ng tatlong taon ang firearms amnesty program.
“These amendments are not about loosening restrictions or promoting the proliferation of firearms. This is to further promote a culture of safety and accountability through the clarification of regulations and the promotion of responsible gun ownership. This is a step towards a safer country where firearms are respected and used according to the law and for responsible purposes,” ani Dela Rosa.
