INAPRUBAHAN ng House Committee on Information and Communications Technology ang subscriber identity module (SIM) registration bill na akda ni Speaker Martin G. Romualdez.

Ayon sa chairman ng komite na si Toby M. Tiangco isasama sa House Bill 14 na akda nina Romualdez, Tingog Representatives Yedda Marie Romualdez, at Jude Acidre, at Ilocos Norte Rep. Sandro Marcos, ang iba pang kaparehong panukala na akda nina Representatives Jaime Fresnedi, Roy Loyola, Edvic Yap, Eric Go Yap, Paolo Duterte, Rex Gatchalian, Christian Tell Yap, Roman Romulo, Luis Raymund Villafuerte, Jr., Miguel Luis Villafuerte, Virgilio Lacson, Keith Micah Tan, Tiangco, Rufus Rodriguez at Edwin Olivarez.

Mabilis ang naging aksyon ng komite sa panukala dahil naaprubahan na ito ng Kamara de Representantes sa ikatlo at huling pagbasa noong nakaraang Kongreso.

Sa kanyang sponsorship speech, sinabi ni Acidre na ang hindi regulated na bentahan ng SIM card ay nagbigay daan upang gamitin ito ng mga scammer at iba pang kriminal.

“The increase in connectivity through affordable SIM Cards and mobile phones has made government service delivery more efficient and possible in the far flung areas of the country. However, we are also conscious of the fact that the accessibility of SIM Cards has encouraged unscrupulous actors to take advantage and use this in the commission of criminal acts,” sabi ni Acidre.

Sa ilalim ng panukala, kailangang sumagot ng registration form ang isang bumibili ng SIM card bukod pa sa pagpipresinta nito ng valid identification card.

Sa ganitong paraan ay matutunton ng mga tauhan ng gobyerno kung magagamit ang SIM card sa krimen.

Ang mga bumili ng SIM card bago maisabatas ang panukala ay kailangan ding irehistro ang kanilang numero at magsumite ng ID.

Ang mga magbebenta ng SIM card ng hindi inirerehistro ang bumili ay maaaring makulong at pagmultahin.
