DAHIL “unpredictable” ang pagsirit sa presyo ng mga produktong petrolyo na nagsisilbing kalbaryo para sa napakaraming motorista. Isinulong nang 1-PACMAN Party List Group sa Kongreso ang isang panukalang batas upang magkaroon ng “strategic fuel reserve system” o imbakan ng gasolina, krudo at langis sa panahon na magkaroon ng “oil price hike” sa Pilipinas.

Isiulong ni 1-PACMAN Party List Congressman Michael “Mikee” L. Romero, Ph.D., ang House Bill No. 332 sa Kamara de Representantes na naglalayong magtatag ng isang tinatawag na “strategic fuel reserve system” sa Pilipinas bilang paghahanda sa panahon na magkroon ng “oil price hike” sa bansa.

Sa ilalim ng panukala ni Romero, iminumungkahi nito na magkaroon ng tinatawag na “stockpiles” o pag-iimbak ng supply ng gasolina, krudo at langis na pangangasiwaan naman ng mga government facilities tulad ng Armed Forces of the Philippines (AFP), Philippine National Police (PNP) at iba pa.

“In this bill, the core of strategic fuel reserves system of the Philippines shall be made up of all government-owned, operated or controlled stockpiles and facilities including all fuel stations of all Departments in the Executive Branch. Including AFP, PNP and other uniformed services,” paliwanag ni Romero.

Sinabi pa ni Romero na layunin din ng kaniyang panukalang batas na matulungan ang napakaraming motorista na masyadong ini-inda ang pagtaas sa presyo ng mga produktong petrolyo na kadalasan ay nareresulta sa tinatawag na “domino effect” o pagtaas sa presyo ng mga pangunahing produkto.

Ipinaliwanag pa ng kongresista na ilalagay aniya ang mga inimbak na supply ng gasolina sa mga pasilidad na pag-aari ng gobyerno at storage facilities ng mga private sector.

“Augmentation reserves shall consist of stockpiles of petroleum and petroleum products imported through government-to-government bilateral and multilateral agreements from petroleum producing countries. These additional stockpiles shall be stored in both government and private sector storage facilities,” ayon pa kay Romero.
