TATLO pang driving schools sa Metro Manila at Cavite ang pinadalhan ng Show Cause Order (SCO) sa kampanya laban sa mga ilegal na transaksyon sa Land Transportation Office (LTO).

Ayon kay LTO chief Assistant Secretary Atty. Vigor Mendoza, sangkot ang mga driving school sa Las Piñas, Caloocan at Silang, Cavite sa pagproseso ng Theoretical Driving Course (TDC) at Practical Driving Course (PDC) certificates.

Ang dalawang dokumento na ito kinakailangan sa pag-aaplay ng driver’s license.

“May nakumpirma tayong impormasyon sa maling gawain ng mga driving schools. They are now the subject of the investigation and part of the due process is to issue them with an SCO,” ani Mendoza.

Batay sa imbestigasyon, ang tatlong driving school nag-isyu ng TDC at PDC certificates kahit hindi pa natatapos ng mga estudyante ang kinakailangang oras at seminar.

Mas masahol pa ang mga driving schools nag-iisyu rin ng TDC at PDC certificates sa mga estudyante na hindi naman talaga sumailalim sa dalawang kurso kapalit ng bayad.

“This illegal practice is dangerous. It must be stopped since those who were issued with fraudulent driver’s licenses would most likely endanger the lives of road users for lack of proper training and education,” ani Mendoza.

Sa SCO na nilagdaan ni Atty. Greg Pua, Jr., LTO-Executive Director at chairman ng LTO-Central Accreditation Committee on Driving Institutions, inatasan ang tatlong driving schools na magbigay ng nakasulat na paliwanag kung bakit hindi sila dapat mapatawan ng parusa alinsunod sa mga umiiral na patakaran ng LTO.

Ito ang LTO Memorandum Circular No. VDM-2023-2460 o ang Revised Omnibus Guidelines on the Accreditation, Supervision, and Control of Driving Institutions, at Standardization of Driver and Conductor’s Education.

“You are directed to submit your verified answer within five (5) days of receipt of this Order, providing an explanation why no disciplinary action should be taken against your driving school,” ayon sa SCO.

“Failure to submit your verified answer within the specified timeframe will result in an ex-parte proceeding. Non-compliance will be construed as waiver of your right, leading this Committee to resolve the case based on the available records,” dagdag nito.
