SINANG-AYUNAN ni House Committee on Good Government and Public Accountability Chairman at Manila Rep. Joel Chua ang panawagan ng mga pangunahing business groups sa bansa na suriin ng Korte Suprema ang naging desisyon nito na nagdedeklara na unconstitutional ang impeachment case laban kay Vice President Sara Duterte.

“We share the sentiments of our businessmen and business professionals. We have been saying all along that the impeachment complaint against the Vice President is about accountability,” ani Chua, na kabilang sa 11-man House Prosecution Panel.

“It’s accountability on her part for the alleged misuse of P612.5 million in confidential funds received by her office as Vice President and by the Department of Education when she was education secretary,” dagdag pa niya.

Iginiit ni Chua na dahil sa desisyon ng SC, hindi na mapapanagot si VP Duterte kaugnay ng P612.5 milyong halaga ng confidential funds na pinondohan mula sa buwis ng taumbayan, maliban na lamang kung muling magsasampa ng impeachment case ang Kamara.

Binigyang-diin din ng mambabatas na inamin mismo ng Korte Suprema na hindi nito nilutas ang usapin ng pananagutan at hindi rin nito pinawalang-sala si VP Duterte sa mga paratang laban sa kanya.

“These issues are now hanging in the air. In the meantime, the SC ruling has negatively impacted the pursuit of accountability and the campaign against corruption in the bureaucracy,” ani Chua.

Sa desisyon noong Hulyo 25, ipinawalang-bisa ng SC ang inihaing impeachment complaint ng Kamara noong Pebrero 5 na nilagdaan ng 215 mambabatas, dahil sa umano’y paglabag sa due process at sa one-year bar rule.

Samantala, sa kanilang pinagsamang pahayag nitong Biyernes, nanawagan ang Makati Business Club, Management Association of the Philippines, Integrity Initiative, at Justice Reform Initiative sa Korte Suprema na muling gampanan ang tungkulin nito sa pagtatanggol sa Konstitusyon.

Ayon sa pahayag ng grupo, “The decision of the Court as it stands sends a dangerous signal throughout the bureaucracy that abuse of power and corruption carry no consequence.”

Nagbabala rin ang grupo ng mga negosyante na ang kawalan ng pananagutan ay magpapahina sa rule of law at magdudulot ng pagbaba ng tiwala sa pamahalaan.

Tinuligsa rin ng mga business group ang pag-unawa ng SC sa unang tatlong reklamo na itinuring nitong “deemed initiated” kahit hindi naman ito umusad sa Kamara.

“If the framers of the Constitution intended that inaction by the House shall make an impeachment ‘deemed initiated,’ it would have been so indicated like the rest of the provisions above stated,” giit pa ng grupo.

Dagdag pa nila, malinaw sa Article XI ng Konstitusyon na ang impeachment ay umiiral upang maglingkod sa interes ng publiko.

“It is not to shield a government official from the rigors of defending himself or herself, but to safeguard the people’s right to demand accountability from those who wield authority supposedly on their behalf,” paliwanag na pahayag ng business group.
