ITINULAK ni Sen. Raffy Tulfo sa pagdinig ng Committee on Public Services noong September 29, 2025 ang pagbuo ng Department of Water Resources Management at hiwalay na Water Regulatory Commission, dahil umano sa nag-o-overlap na tungkulin ng mga ahensya at sa mga kuwestiyonableng joint venture contracts ng mga local water district at pribadong kumpanya.

“To address these gaps, I filed a bill creating the Department of Water Resources Management as a centralized agency for planning and policy, and establishing the Water Regulatory Commission, an independent body tasked with overseeing the performance, compliance, and service delivery of all water providers, both public and private,” ani Tulfo. Dagdag pa niya, “We saw that over 100 billion pesos were promised in contracts but were not fulfilled at the expense of the Filipino people. Water is a public service. It should never happen again that contracts like these, which affect every Filipino, are not known to the public. The priority is clear — water is right not a privilege.”

Nanawagan naman si Sen. Risa Hontiveros sa mga ahensya na tukuyin ang pangmatagalang solusyon upang maihatid ang malinis at accessible na tubig sa bawat tahanan, at sinabing ang mga aberya ay bunga umano ng mga kontratang pinasok ng water districts sa ilang pribadong kumpanya. “We have a water crisis, not caused by drought or lack of water, but by neglect,” wika niya, binanggit ang mga reklamo sa Bulacan, Bacolod, at Cavite. Dagdag pa niya, “Water service is a basic public service, not just a business. Water is life, and Filipinos should not have to beg for a few drops from the tap. We can only do this if our action is immediate.”

Ipinanawagan ni Hontiveros ang “strong and automatically enforceable penalties, including sharp cash bonds” laban sa pumapalya na providers, mabilis na reklamo o helpline para sa mga konsyumer, pag-empower sa LGUs upang matulungan ang mga local water district, at agarang pagpapatupad ng catch-up plans ng mga pribadong operator. Umapela rin siya sa COA, LWUA, NWRB, at OGCC na tumulong sa pagbuo ng matibay na solusyon.

Kapwa iginiit ng dalawang senador ang agarang pangangailangan ng reporma upang maresolba ang problema sa tubig sa bansa.
