NAPOLCOM to pursue cases vs erring police personnel

THE National Police Commission (NAPOLCOM), headed by Vice Chairperson and Executive Officer Rafael Vicente Calinisan, will leave no stone unturned to reinforce accountability within the Philippine National Police (PNP) and ensure swift justice for police personnel facing administrative cases.

Speaking at the Kapihan ng Samahang Plaridel at the Rizal Park Hotel in T. M. Kalaw, Manila , Calinisan stressed the police commission will take the necessary action against police personnel facing both administrative and criminal cases.

Calinisan cited the case of Rizal police officer Simeon Suan, who is facing severe public backlash for dragging and handcuffing a 76-year-old driver after a minor vehicular accident.

“Ang hustisya ay hindi lamang mabilis at makatarungan kundi makatao,” stressed the 46-year-old Calinisan, adding a formal complaint against Suan will be formally filed at the NAPOLCOM office in Quezon City on Monday

“We’re doing our best to fulfill our mandate to supervise and regulate our national police. In the case of Suan, we reprimanded him for failing to read the Miranda rights and ordered a criminal complaint and an immediate investigation for grave misconduct and oppression,” said

Calinisan during the public service program supported by PAGCOR, PCSO and Manila Mayor Francisco “Isko” Domagoso.

He also defended his public heated argument with Suan.

“The video was viral. The arrest of the senior citizen went viral. That necessitates a public response. It is our duty to inform the general public that this happened and that the government is taking action. We need to earn the people’s trust every single day. ”

A staunch advocate for citizen protection and internal police reform, Calinisan also takes pride in NAPOLCOM’s achievement of zero backlog cases, which signifies a justice system that is both responsive and efficient.”

“Since my appointment at NAPOLCOM, our primary focus is to professionalize the police force and enforce a strict 60-day case resolution time frame to handle administrative complaints against erring personnel, ” added Calinisan, who was appointed by President Marcos to lead civilian administrative control and operational supervision of PNP alongside DILG Secretary and Ex-Officio Chairperson Jonvic Remulla.

“Pulis ng pulis, sabi nga,” added Calinisan, an alumnus of the ⁠Ateneo Law and the University of Pennsylvania.

Calinisan said the DILG, thru Sec. Remulla, has already commended the NAPOLCOM for its “historic achievement of zero backlog cases.”

“Ang papuring ito mula sa DILG ay hindi lamang para sa NAPOLCOM bilang institusyon, kundi para sa bawat kawani na araw-araw na nagsisilbi nang tahimik at tapat. Ang zero backlog ay patunay na kapag may malinaw na direksyon at malasakit sa serbisyo, kayang maihatid ang katarungan nang hindi pinatatagal,” added Calinisan, who also served as Chairman and Executive Officer of the Quezon City People’s Law Enforcement Board (PLEB).

Calinisan, who also worked as an associate at ACCRALAW, said the zero-backlog raises the bar for NAPOLCOM’S future performance.

“Hindi dito nagtatapos ang aming tungkulin. Ang hamon ngayon ay panatilihin ang bilis, kalidad, at integridad ng aming mga proseso ” added Calinisan, who also denied reports that he is planning to run in the 2028 elections.
