PINURI ng Mababang Kapulungan ng Kongreso ang siyam na taong gulang na chess prodigy na si Bince Rafael Operiano na nagkampeon sa 6th Eastern Asia Youth Chess Championship na ginanap sa Bangkok, Thailand mula Nobyembre 4 hanggang 12, 2022.

Pinagtibay ng Kamara ang House Resolution 576 na akda nina Speaker Martin G. Romualdez, Majority Leader Manuel Jose “Mannix” M. Dalipe, Minority Leader Marcelino C. Libanan, Senior Deputy Majority Leader Ferdinand Alexander A. Marcos, at Tingog Party-list Reps. Yedda Marie K. Romualdez at Jude A.

Si Operiano, residente ng Barangay Busac, bayan ng Oas sa lalawigan ng Albay, ay nagkamit ng gintong medalya matapos na talunin ang kanyang mga kalaban mula sa iba’t ibang bansa.

Nagkampeon si Operiano sa National Youth and Schools Chess Championship Grand Finals Boys Under 9 Category na ginanap sa Dapitan City Cultural Complex sa Zamboanga del Norte noong Setyembre 2022 kaya nag-qualify ito sa Bangkok chess competition.

“In winning the chess championship in the international arena, Bince Operiano brought immense pride to the Filipino people and inspired his peers and the future generations of chess players to achieve greatness despite the odds that are stacked against them,” sabi sa HR 576.

Isinama sa HR 576 ang HR 541, 542, 565, at 568 na kumikilala kay Operiano.

“Even at a tender age of nine, Bince Rafael Operiano of Oas, Albay has already accomplished the great feat of representing and bringing honor and glory to the country, and his exemplary performance deserves utmost commendation, admiration, and distinction,” sabi pa sa HR 576.

Kahit na walang proper training, sa edad na anim ay nagkampeon umano si Operiano sa unang kpmpetisyon na nilahukan nito sa Albay Astrodome noong 2020.
