NANGAKO si Speaker Ferdinand Martin G. Romualdez na gagawin ng Kamara de Representantes ang lahat ng makakaya nito upang maging permanente ang P20 kada kilong bigas na programa ni Pangulong Ferdinand R. Marcos Jr., na naglalayong tulungan ang mga mamimili at lokal na magsasaka.

Sa isang pagpupulong kasama sina Agriculture Secretary Francisco “Kiko” Tiu Laurel Jr. at Undersecretary Alvin John Balagbag, tiniyak ni Speaker Romualdez na siya mismo ang mangunguna sa pagsusulong ng mga pangunahing panukalang reporma ng Department of Agriculture (DA), at ilalagay ang mga ito sa pinakaimportanteng bahagi ng agenda ng 20th Congress.

“These are not just bills—they are blueprints for lasting change. I will personally sponsor these measures to institutionalize President Marcos’ vision of affordable rice for all and stronger support for our farmers,” ani Speaker Romualdez.

Dumalo rin sa pulong sina chairman ng House committee on agriculture Rep. Mark Enverga ng Quezon, House Majority Leader Mannix M. Dalipe, Deputy Speaker David “Jay-jay” Suarez ng Quezon, Rep. Jurdin Jesus Romualdo ng Camiguin, Rep. Johnny Pimentel ng Surigao del Sur, Deputy Speaker Antonio “Tonypet” Albano ng Isabela, House Secretary General Reginald “Reggie” Velasco at Isabela Gov. Rodito Albano III.

Kabilang sa mga panukala na hiniling ng DA na ipasa ng Kamara ang mga sumusunod:

1. Amyenda sa Rice Tariffication Law (RTL) — pagbabalik ng mahahalagang kapangyarihan sa National Food Authority (NFA) upang mapatatag ang presyo at maprotektahan ang lokal na produksyon;

2. Livestock Development and Competitiveness Act;

3. Philippine Corn Industry Development Act;

4. Onion Research Center Act;

5. Amyenda sa Republic Act No. 7308 o ang Seed Industry Development Act of 1992;

6. Amyenda sa Local Government Code upang palakasin ang agricultural extension services sa antas ng local government unit.

“These measures are critical to transforming our food system—from farm to market—and making sure no Filipino is left hungry or helpless in the face of price shocks,” paliwanag ng pinuno ng Kamara. “Legislation is the strongest tool we have to make this program permanent.”

Sinabi niya na ang P20 kada kilong bigas ay hindi lang tungkol sa presyo kundi isang pangakong pambansa na kailangan ng seryosong reporma sa agrikultura, pagpepresyo at kaunlaran sa mga kanayunan.

“Sisiguruhin natin na may P20 per kilo na bigas sa merkado para sa mga nangangailangan—hindi lang ngayon, kundi sa mga susunod pang taon,” diin pa ni Speaker Romualdez. “We will build a system where affordable rice is not a seasonal miracle, but a daily reality.”

Dagdag pa ni Speaker: “To do that, we must uplift our farmers. We cannot ask them to feed the nation without feeding their hopes. These laws will give them better seeds, tools, market access, and dignity.”

Pinuri rin ni Speaker Romualdez sina Laurel at Balagbag sa paglatag ng malinaw at praktikal na plano para sa reporma.

Tiniyak din niya na patuloy ang pakikipagtulungan ng Kamara sa DA para makapaghatid ng tunay at mahalagang resulta para sa mga magsasaka at mamimili.

“Whether you’re a farmer in the fields of Isabela or a mother budgeting for the week in Metro Manila, this program is for you,” sabi ni Speaker Romualdez. “Together, we will deliver affordable rice, a stronger agriculture sector, and a future where no Filipino is left behind.”

“Ang P20 kada kilo ng bigas ay hindi lang pangarap. Sa tulong ng batas, determinasyon, at pagkakaisa, gagawin natin itong permanente at tuloy-tuloy,” pagtatapos ni Speaker Romualdez.
