TINANGGAP ni Speaker Ferdinand Martin G. Romualdez ang panawagan ng mga business leader at civil society groups na wakasan ang korapsyon sa pamahalaan, at tiniyak na ang Kamara ay hindi magbubulag-bulagan sa mga pang-aabuso sa serbisyo publiko.

“I welcome and respect the strong statement made by our partners in the business community and civil society calling for an end to corruption in government. Their concern echoes the very principles of transparency, accountability, and integrity that the House of Representatives has committed to uphold,” ani Romualdez.

Tatlumpu sa pinakamalalaki at pinakamaimpluwensiyang business groups sa bansa ang kumondena sa graft at corruption sa pamahalaan, partikular sa Department of Public Works and Highways, mga lokal na pamahalaan at sa Commission on Audit.

Sa isang joint statement nitong Huwebes, sinabi ng mga grupo na ang kanilang apela ay isang kolektibong panawagan sa mga tiwaling opisyal na tumigil at maawa sa mga nagdurusang mamamayan.

Binigyang-diin ni Speaker Romualdez na hindi kukunsintihin ng Kongreso ang anumang maling gawain sa alinmang sangay ng pamahalaan.

“Let me be clear: the House of the People will never condone corruption, whether in public works, local governance, or any other area of government service,” ani Speaker Romualdez.

Dagdag pa niya: “Allegations of wrongdoing must be investigated thoroughly and addressed decisively. I fully support initiatives for independent scrutiny and fair prosecution to ensure that those who betray public trust are held accountable under the law.”

Ipinunto ng Speaker na sa ika-20 Kongreso, nakapagsabatas na ang mga mambabatas ng malawakang reporma sa proseso ng budget upang maibalik ang tiwala ng publiko.

Kabilang dito ang mas malawak na transparency sa budget hearings at bicameral deliberations, na ngayon ay bukas na sa publiko at ini-livestream upang makita ng mga nagbabayad ng buwis kung paano inilalaan ang pondo.

Tinukoy din niya ang mas mahigpit na oversight sa lump-sum at unprogrammed appropriations, na nangangailangan ng detalyadong paliwanag mula sa mga ahensiya bago aprubahan o ilabas ang pondo.

Binigyang-diin pa ng pinuno ng Kamara ang mas matibay na partisipasyon ng mamamayan sa pamamagitan ng pakikipag-ugnayan sa mga watchdog groups at civil society organizations upang makatulong sa pagmamanman ng mga proyekto at paggastos.

Sinabi rin niya na isinusulong ng Kamara ang budget modernization sa pamamagitan ng mga panukalang gaya ng Budget Modernization Act, na mag-iinstitutionalize ng performance-based, cash-based at results-oriented spending framework.

“These reforms are not mere rhetoric―they are concrete actions designed to ensure that every peso in the national budget is allocated properly, spent prudently, and accounted for responsibly,” ani Speaker Romualdez.

Nanawagan din ang lider ng Kamara sa pribadong sektor, mga propesyunal at civic groups na makiisa sa Kongreso upang matiyak na maisakatuparan nang buo ang mga repormang ito.

“Together, let us build a governance culture where every peso is protected, every project is transparent, and every public official is held to the highest standard of service,” diin ni Speaker Romualdez.
