IPINAHAYAG ni Senator Loren Legarda ang suporta sa pag-activate ng Joint Congressional Oversight Committee on Public Expenditures upang matiyak na ang pondo ng bayan sa ilalim ng 2026 national budget ay nagagamit ayon sa layunin nito.

Ayon kay Legarda, ang naturang joint oversight body ng Senado at Mababang Kapulungan—na nakapaloob na sa 2026 General Appropriations Act (GAA) at mga naunang GAA—ay dapat pormal na i-activate at regular na gumana upang maisakatuparan ang mandato nito.

“This oversight committee is not about micromanaging agencies. It will be created so that funds meant for hospitals, classrooms, farms, and disaster resilience do not get lost in delays, waste, or misuse,” ani Legarda.

Nagbabala siya na ang matagal na underspending, mahinang disenyo ng proyekto, at kakulangan sa implementasyon ay direktang nakaapekto sa paghahatid ng mga serbisyong panlipunan.

“Every time an agency sits on its budget or fails to implement it properly, it translates to a family waiting longer for a health center, a student losing a chance at quality education, a farmer still without irrigation,” aniya.

Binanggit ni Legarda na ang mga pondong nananatiling hindi nagagamit ay nagpapahina sa kakayahan ng pamahalaan na maghatid ng serbisyo.

“Funds that remain idle are not savings. They represent targets not achieved, services delayed, and opportunities lost. Underspending driven by weak expenditure and procurement capacity imposes a real cost on the delivery of public programs,” aniya.

Dagdag pa niya, ang hindi nagagamit na badyet ay humahadlang sa posibleng paglipat ng pondo sa mga ahensiyang may mas maayos na rekord ng implementasyon.

“When budgets are unused, resources that could have been realigned to agencies with stronger implementation records and proven sectoral impact remain locked in underperforming programs.

This distorts efficient resource allocation and undermines equity in public spending,” ayon kay Legarda.

Ayon sa senador, makatutulong ang isang aktibong oversight committee upang agad matukoy at matugunan ang mga bottleneck sa pagpapatupad ng badyet.

“A strong oversight committee will compel agencies to fix bottlenecks early and prove that they are turning appropriations into tangible results,” aniya.

Matapos mapirmahan ang ₱6.793-trilyong pambansang badyet para sa 2026, sinabi ni Legarda na mahalaga ang tuluy-tuloy na pagbabantay sa paggastos para sa kalusugan, edukasyon, kabuhayan, at climate at disaster resilience.

“Responsible and integrity-driven budgeting does not end when the President signs the GAA,” aniya. “Congress has a duty to follow the implementation from line item to last mile to ensure that the budget that we debated and defended in the plenary is implemented properly in every barangay.”

Sinang-ayunan din ni Legarda ang panawagan ni Senator Sherwin Gatchalian na tutukan ang underspending at mga proyektong nadedelay, at sinabi niyang dapat unahin ang mga sektor na may pinakamalaking epekto sa mamamayan.

“We should start where the stakes are highest: hospitals operating beyond capacity, irrigation systems that farmers have waited on for years, classrooms and local infrastructure that remain on paper,” aniya.

Sinabi ni Legarda na ang malinaw na pagpapakita kung paano pinaplano, pinopondohan, at tinatapos ang mga proyekto ay mahalaga sa pagpapatibay ng tiwala ng publiko at nagbibigay katiyakan na ang buwis ng mamamayan ay nagagamit para sa kapakinabangan ng mga komunidad at hindi nasasayang.
