Sa hindi pagpasa ng bagong Government Procurement Reform Bill

DISMAYADO ang isang lider ng Kamara de Representantes sa pagkabigo ng Senado na aprubahan ang bagong Government Procurement Reform Act (GPRA) kahit na sinertipikahan ni Pangulong Ferdinand Marcos Jr. ang pangangailangan na agad itong aprubahan.

Sa isang press conference, sinabi ni House Deputy Majority Leader at Tingog Partylist Rep. Jude Acidre na nakalulungkot na hindi nabigyan ng prayoridad ng Senado ang panukala.

“It’s quite disappointing lang actually. To be honest, especially when you’re one of the co-authors na despite the President’s call to certify, the President’s action to certify the said legislation as urgent, parang nagsi-alisan yata sila para sa IPU or nagpaplano munang pumunta sa IPU, sa biyahe,” ani Acidre na ang tinutukoy ay ang Inter-Parliamentary Union na nakabase sa Geneva.

“That’s really something that I hope the Senate will make good, especially considering that this is a piece of legislation that’s important to the overall economic and fiscal reforms that the present administration is pursuing,” sabi nito.

Ang kaparehas na panukala ay inaprubahan ng Kamara noong Disyembre 12, 2023.

Layunin ng House Bill (HB) No. 9648 na mapabilis at mapaganda ang government procurement system upang maging naaayon ito sa pagbabago ng panahon.

Nakapaloob din umano sa panukala ang bagong Auditing Code.

Sumulat ang Pangulo sa Senado upang sertipikahan ang Senate Bill (SB) No. 2593 subalit nabalewala ito dahil hindi inaksyunan ng Senado ang panukala.

“I hope our senators will see the importance of that. Clearly the President, by certifying it as urgent, understands the importance of that bill,” puno ni Acidre.

Dahil may sertipikasyon, maaaring aprubahan ng Senado sa ikalawa at ikatlong pagbasa ang panukala sa loob ng isang araw.

“Unfortunately, the importance or the urgency of that measure has escaped the attention of our friends in the Senate,” sabi pa ni Acidre.
