SUPORTADO ni Speaker Ferdinand Martin G. Romualdez ang joint initiative ng Department of Social Welfare and Development (DSWD) at Technical Education and Skills Development Authority (TESDA) sa pagbibigay ng scholarship, training at sertipikasyon sa mga dating benepisyaryo ng Pantawid Pamilyang Pilipino Program (4Ps).

Pinuri ni Speaker Romualdez ang programa bilang patunay ng pangako ni Pangulong Ferdinand R. Marcos Jr. na iaangat ang kabuhayan ng mga pamilyang mahihirap sa pamamagitan ng mga programang nakatuon at nakabatay sa paghubog sa kanilang kasanayan.

“This joint initiative of the DSWD and TESDA is a tangible manifestation of the administration’s unrelenting effort to accelerate our fight against poverty. The House of Representatives is committed to supporting laudable programs that give our people the tools to free themselves from the clutch of poverty,” ani Romualdez.

Noong Biyernes, pumirma ang DSWD at TESDA ng kasunduan para mas palakasin ang tulungan para sa mga pamilyang natapos na sa 4Ps at lumilipat mula sa conditional cash transfer program. Sa ilalim nito, magbibigay ang TESDA ng scholarship, pagsasanay at sertipikasyon sa mga kwalipikadong benepisyaryo na irerekomenda ng DSWD.

Binigyang-diin ng Speaker na mahalaga ang tuloy-tuloy na pag-aaral at pagpapahusay ng kasanayan ng mga “graduate” ng 4Ps upang matiyak ang kanilang pangmatagalang tagumpay.

“The 4Ps has helped thousands of families improve their lives through health and education support for their children. In today’s fast-changing, highly digital economy, we must open new opportunities for them to start afresh and further uplift their families,” aniya.

Idinagdag niya na hindi lang dapat cash aid ang ibinibigay sa mga benepisyaryo. “We must also support their progress by equipping them with employable, marketable skills that will help them succeed,” wika ni Romualdez.

Ayon kay DSWD Secretary Rex Gatchalian, inaasahang aabot sa 1.8 milyong households ang magtatapos sa 4Ps pagsapit ng 2026, at mahigit 1 milyong senior high school graduates mula rito ang magtatrabaho o magpapatuloy sa kolehiyo o tech-voc training.

Binigyang-diin ni Gatchalian na patunay ang pagtutulungang ito na hindi lang dapat umaasa sa tulong ng gobyerno, kundi tinutulungan ding mapaunlad ang talento ng mga benepisyaryo.

Sa kanyang 2024 State of the Nation Address, binigyang-diin ni Pangulong Marcos na mahigit 420,000 pamilya na ang nakapagtapos mula sa 4Ps program, at ilan sa mga anak nila ay naging topnotchers pa sa mga national licensure exam.

“This government convergence ensures that senior high school graduates from 4Ps households will not only hold diplomas or certificates, but will also have the competence and skills to secure quality, fulfilling jobs or start their own businesses,” ayon pa kay Romualdez.

Ibinigay na halimbawa ni Romualdez ang kasabihang tungkol sa pagtuturo sa tao na mangisda, upang magkaroon ng pagkakataong makaalpas sa kahirapan sa kanilang sariling pagpupunyagi.

“Through conditional cash transfers coupled with continuous learning and skills development, we give our kababayans not just a fighting chance to escape poverty, but the power to take control of their lives, living with dignity and pride as productive Filipinos,” aniya.
