Tingog itinulak makasaysayang reporma para pag-isahin CHED, TESDA, PRC systems

ISINULONG nina Tingog Party-list Representatives Yedda Marie Romualdez, Andrew Julian Romualdez, at Jude Acidre ang House Bill No. 4959, o ang Philippine Professional Standards and Quality Assurance System Act of 2025, na naglalayong pag-isahin ang mga ahensya na may kaugnayan sa tertiary education.

Tinutugunan ng panukalang batas ang magkakasalabat na mandato ng Commission on Higher Education (CHED), Technical Education and Skills Development Authority (TESDA), at Professional Regulation Commission (PRC) na nagdudulot ng redundancy at inefficiency.

Sa pamamagitan ng pagtatatag ng Board of Program Standards at sectoral Skills and Standards Harmonization Councils, isinusulong ng panukala ang tuloy-tuloy na integrasyon ng tertiary education, technical-vocational training, at professional regulation, na titiyak sa pagkakaroon ng isang globally competitive, highly skilled, at kuwalipikadong manggagawang Pilipino.

Binanggit ni Rep. Yedda Marie ang pangmatagalang epekto ng panukala para sa mga mag-aaral at pamilya.

“This bill is for our students and young professionals whose future depends on a system that is streamlined and well-coordinated. By ensuring the seamless integration of CHED, TESDA, and PRC, we give every learner the assurance that their education and training will lead to qualifications that are recognized, reliable, and truly responsive to the needs of our country,” saad pa ng lady solon.

Ipinunto naman ni Rep. Andrew, vice chairperson ng House committee on higher and technical education, ang kahalagahan ng panukala sa pagpapalakas ng workforce ng bansa.

“The global labor market is fast-changing. We need a system that not only reduces duplication in our agencies’ functions but also builds flexible pathways for skills and qualifications. This measure will help us produce graduates who are competent, adaptable, and prepared to take on opportunities here and abroad,” ani Rep. Andrew.

Binigyang-diin ni Acidre, chairperson ng House committee on higher and technical education at co-chairperson ng Second Congressional Commission on Education (EDCOM 2), ang kahalagahan na maipatupad ang mga reporma.

“This proposed measure will finally address the longstanding misalignments among CHED, TESDA, and PRC. It institutionalizes a unified framework that aligns curricula, training, and licensure with industry demands and global benchmarks—ensuring efficiency, transparency, and accountability across the entire education and professional system,” ani Acidre.

Muling pinagtibay ng Tingog ang adbokasiya nito na isulong ang inclusive at future-ready education reforms sa Kongreso, upang matiyak na ang mga estudyante, manggagawa, at propesyonal na Pilipino ay globally competitive.
