BILANG bahagi ng repormang ipatutupad upang mas maging transparent ang pagtalakay at pamamahala sa national budget, binigyan ni Speaker Ferdinand Martin G. Romualdez ng kopya ng ₱6.793-trilyong 2026 National Expenditure Program (NEP) sa mga kinatawan ng civil society organizations (CSOs).

Sa kauna-unahang pagkakataon, ang mga grupong kumakatawan sa karaniwang Pilipino ay magiging bahagi ng proseso ng paggawa ng budget.

“This is not just about documents—it’s about trust,” ayon kay Romualdez. “The budget is the lifeblood of government. It tells our people where we are putting their hopes and their hard-earned taxes. If we want our people to trust us, they must see and feel that the budget is truly theirs.”

Ang ceremonial turnover, na ginanap sa Social Hall ng House of Representatives, ay kasunod ng unanimous approval ng House Resolution No. 94, na nagtataguyod sa partisipasyon ng mga people’s organizations bilang non-voting observers sa deliberasyon ng budget sa Kamara. Ang resolusyong ito ay inakda ni Speaker Romualdez kasama sina Tingog Party-list Reps. Yedda Marie K. Romualdez, Andrew Julian Romualdez, at Jude Acidre.

Pinuri ng mga lider ng CSO ang hakbang bilang isang makasaysayang tagumpay para sa partisipasyon ng publiko.

“Opening the budget process from the Legislative side is a big milestone,” ani Maxine Tanya Hamada mula sa Campaign for Tobacco-Free Kids, na kumakatawan sa grupo.

“We represent people, communities, and issues. Knowing we are working together under the 20th Congress is something we take very seriously.”

Kabilang sa mga CSO na dumalo sa event ang Social Watch, CODE-NGO, Jesse Robredo Institute of Governance, Philippine Legislators’ Committee on Population and Development, Child Rights Network, Parents Against Vape, Campaign for Tobacco-Free Kids, Multiply-Ed Philippines, FOI Youth Initiative, Safe Travel PH, REID Foundation, People’s Budget Coalition/Citizen’s Budget Tracker, at Novalerto Youth.

Una ng ipinasa ni Budget Secretary Amenah Pangandaman ang NEP sa Kamara sa pamamagitan ni Speaker Romualdez.

Kasunod nito, inilahad ng Speaker ang mga reporma upang matiyak na ang pagpasa at pagpapatupad ng budget ay magiging ganap na bukas sa pagsusuri ng publiko ngayong taon, kabilang na ang:

Pag-alis sa “small committee” na dati’y tahimik na nagtatapos ng mga pagbabago sa budget;

Pagbubukas ng House-Senate bicameral conference sa budget para sa publiko at media;

Pag-anyaya sa civil society, people’s organizations, at pribadong sektor sa mga pagdinig sa budget;

Pagpapatibay sa kapangyarihan ng Kamara sa pagsubaybay sa pagpapatupad ng budget; at

Pagbibigay-priyoridad sa mga pamumuhunang may konkretong benepisyo sa mamamayan.

“In the coming weeks, we will review every page of this NEP guided by one question: Makakabuti ba ito sa ating mga kababayan? If yes, we will support it. If not, we will work to make it better,” ayon kay Romualdez.

“Bawat piso, may pinaglalaanan; bawat gastusin, dapat may pakinabang sa tao. Because a budget the people can trust is a government the people can believe in.”
